Resumo: The current dissertation is related to a comparative analysis between the (Orçamento Participativo) Participative Budget of Sant’Ana do Livramento (Brasil) and the (Presupuesto Participativo) Participative Budget of Rivera (Uruguay), twin cities on a border, known as Border of Peace (“Fronteira da Paz”). Our objetive is to identify similarities and differences between these experiences of participation which were implemented in both cities and, from this comparison our intention is to know if they may influence on the creation of Social Capital and on its variables of participation, reliability and cooperation. We also tried to find out if the local political culture of each city has incidence in the levels of participation of the Participative Budgets of both cities (OP and PP). Considering the concept of Social Capital of Robert Putnam we tried do find answers for the following work hypothesis: experiences of participation such as the Participative budgets, the OP and the PP, which might influence on the Social Capital increase in the “Fronteira da Paz” and on the participation levels, as well as encouraging associative practises, reliability and cooperation among the citizens of an area or municipality with the possibility of bringing benefits to the local development. The seasonal cutting occurred from 2010 to 2015. The techniques used were: Bibliographic analysis, analysis of documents, analysis of interviews and quantitative secondary data. It would be necessary a deeper analysis and a follow up along the period these experiences of participation lasted, to be able to state that both: Participative Budgets (OP and PP) have incidence on the increase of the Social Capital of both cities, but from the collected data we believe that, if associated to other factors and since these processes have continuity, they might encourage the increase of the Social Capital, as well as the participation and the reliability on the associative practises and cooperation in the cities.

O nosso objetivo é identificar similaridades e diferenças entre estas experiências de participação que foram implementadas nas duas cidades e, a partir desta comparação busca-se saber se as mesmas podem influenciar na geração de Capital Social e em suas variáveis de participação, confiança e cooperação. Também busca-se indagar se a cultura política local de cada cidade incide nos níveis de participação no OP e no PP. A partir do conceito de Capital Social de Robert Putnam procura-se dar respostas as seguintes hipóteses de trabalho: experiências de participação, como é o caso do Orçamento Participativo e do Presupuesto Participativo, poderiam influenciar no incremento do Capital Social na Fronteira da Paz e nos níveis de participação, bem como fomentar práticas associativas, a confiança e a cooperação entre os cidadãos de um lugar ou município, podendo trazer benefícios para o desenvolvimento local. O recorte temporal foi de 2010 a 2015 e as técnicas de pesquisa a análise bibliográfica, análise de documentos, análise das entrevistas e de dados quantitativos secundários. Seria necessário uma análise mais aprofundada e um acompanhamento ao longo do tempo destas experiências de participação para podermos afirmar que o Orçamento Participativo e o Presupuesto Participativo incidem no incremento de Capital Social das cidades, mas a partir dos dados coletados acreditamos que, se articulado a outros fatores e desde que estes processos tenham continuidade no tempo, poderiam fomentar o incremento de Capital Social, assim como participação, a confiança, as práticas associativas e a cooperação nas cidades.
