Resumo: The university extension constitutes a fundamental dimension of Higher Education, which promotes the university's relationship with society, with a view to an integral and citizen education. This research was developed within the scope of the studies of the Research Group on Public Policies and Educational Management (GESTAR/CNPq), together with the Doctoral course in Education, in the line “Public Educational Policies, Educational Practices and their Interfaces” of the Postgraduate Program. degree in Education (PPGE), from the Universidade Federal de Santa Maria (UFSM). The objective was to understand the configurations of university extension in Brazil and Argentina in emerging contexts of Higher Education. For specific objectives, priority was given to: Contextualizing the historical, educational and political aspects of university extension in Brazil and Argentina; To characterize aspects related to the context of practice in management processes and extension policies at UFSM and UNC; Recognize and analyze socio-educational elements and agents related to university extension in Brazil and Argentina, in emerging contexts in higher education from an analytical device of its own. Methodologically, the research consisted of a comparative case study, from the Universidad Nacional de Córdoba (UNC) and the Universidade Federal de Santa Maria (UFSM), based on a qualitative approach (BARTLETT; VAVRUS, 2016), using the literature review, document analysis, interviews with institutional managers from both Universities and observation of international, national and local university extension events. In order to process the data, in addition to the comparative perspective, a device for analyzing emerging contexts in the field of education is proposed, based on BOURDIEU (1983). Therefore, the thesis is defended that university extension is constantly renewed, in view of the emerging contexts that can be identified through the analysis device in the analyzed university institutions; from the Córdoba Reform (1918) to the present, from epistemological ruptures and the curricular structure, which, currently, has been promoting the rearticulation of curricular policies, management and pedagogical practices in Higher Education institutions, both in Brazil and in Argentina, moreover, it is related to paradigmatic changes focused on a democratic and plural university model. Therefore, university extension has never been and is not a weak link in the “university tripod”, as it mobilized all university reforms that took place in Latin America, having the potential for academic and social consolidation in Higher Education Institutions in Brazil and Argentina.

El objetivo fue comprender las configuraciones de la extensión universitaria en Brasil y Argentina en contextos emergentes de la Educación Superior. Como objetivos específicos, se dio prioridad a: Contextualizar los aspectos históricos, educativos y políticos de la extensión universitaria en Brasil y Argentina; Caracterizar aspectos relacionados con el contexto de la práctica en los procesos de gestión y políticas de extensión en la UFSM y la UNC; Reconocer y analizar elementos y agentes socioeducativos relacionados con la extensión universitaria en Brasil y Argentina, en contextos emergentes en la educación superior a partir de un dispositivo analítico propio. Metodológicamente, la investigación consistió en un estudio de caso comparativo, de la Universidad Nacional de Córdoba (UNC) y la Universidade Federal de Santa Maria (UFSM), con base en un enfoque cualitativo (BARTLETT; VAVRUS, 2016), utilizando la revisión bibliográfica, documento análisis, entrevistas a directivos institucionales de ambas Universidades y observación de eventos de extensión universitaria internacional, nacional y local. Para el procesamiento de los datos, además de la perspectiva comparada, se propone un dispositivo de análisis de contextos emergentes en el campo de la educación, basado en BOURDIEU (1983). Por tanto, se defiende la tesis de que la extensión universitaria se renueva constantemente, considerando los contextos emergentes que se pueden identificar a través del dispositivo de análisis en las instituciones universitarias analizadas; desde la Reforma de Córdoba (1918) hasta la actualidad, desde las rupturas epistemológicas y la estructura curricular, que viene impulsando la rearticulación de las políticas curriculares, la gestión y las prácticas pedagógicas en las instituciones de Educación Superior, tanto en Brasil, como en Argentina, además , se relaciona con cambios de paradigma centrados en un modelo universitario democrático y plural. Metodologicamente a pesquisa constituiu-se em um estudo de casos comparados, da Universidade Nacional de Córdoba (UNC) e da Universidade Federal de Santa Maria (UFSM), fundamentada na abordagem qualitativa (BARTLETT; VAVRUS, 2016), utilizando-se a revisão bibliográfica, a análise documental, entrevistas com gestores institucionais de ambas as Universidades e a observação de eventos internacionais, nacionais e locais de extensão universitária. Para tratamento dos dados, além da perspectiva comparada, é proposto um dispositivo de análise de contextos emergentes na área da educação com base teórica em BOURDIEU (1983). Portanto, defende-se a tese de que a extensão universitária renova-se, constantemente, tendo em vista os contextos emergentes que podem ser identificados através do dispositivo de análise nas instituições universitárias analisadas; desde a Reforma de Córdoba (1918) até o presente, a partir de rupturas epistemológicas e da estrutura curricular, a qual, atualmente, vem promovendo a rearticulação de políticas curriculares, de gestão e de práticas pedagógicas nas instituições de Educação Superior, tanto no Brasil, quanto na Argentina, além disso, relaciona-se à mudanças paradigmáticas focadas em um modelo de universidade democrática e plural. Therefore, the thesis is defended that university extension is constantly renewed, in view of the emerging contexts that can be identified through the analysis device in the analyzed university institutions; from the Córdoba Reform (1918) to the present, from epistemological ruptures and the curricular structure, which, currently, has been promoting the rearticulation of curricular policies, management and pedagogical practices in Higher Education institutions, both in Brazil and in Argentina, moreover, it is related to paradigmatic changes focused on a democratic and plural university model. Therefore, university extension has never been and is not a weak link in the “university tripod”, as it mobilized all university reforms that took place in Latin America, having the potential for academic and social consolidation in Higher Education Institutions in Brazil and Argentina.
