Resumo: The present Dissertation had as its guiding problem the research “to what extent is the Federal University of Santa Maria (UFSM) prepared to receive and welcome students from these Affirmative Actions”? “What subjective implications derive from these public policies in education?” This study's general objective is to understand to what extent the Federal University of Santa Maria is prepared to receive and welcome students who are beneficiaries of the quotaholder Affirmative Actions Program by the selection criteria adopted. Law No. 12.711 / 2012 - Candidates who have completed high school in public schools, self-declared black, brown and indigenous, which are received and hosted by UFSM. The specific objectives are: to recognize the educational policies regarding student access and permanence at the University (Higher Education) in Brazil; verify the effectiveness of educational legislation (Law 12.711 / 2012 and Resolution 011/2007 - UFSM) within the scope of UFSM; to analyze and understand the perceptions about the quality of permanence of quota students at UFSM and to establish a relationship between efficiency and effectiveness of educational legislation (Law 12.711 / 2012 and Resolution 011/2007 - UFSM) and public policies in the university environment. The methodology proposed by the research consisted of a bibliographic survey, with a qualitative approach and use of the methodology of (self) biographical narratives to obtain the students' perception of their permanence in the course of the course they are taking. Interviewed students declared black and brown, undergraduate and low-income. With the implementation of the Affirmative Actions Program at UFSM and the Quota Law for Higher Education, measures were also expanded to accommodate students from these policies. The results present perceptions regarding the subjective and objective questions of relationships given by the inclusion of quota students in the university environment, such as the existence of tensions in relationships in the academic environment and the offer of policies to support student reception and permanence at UFSM.

Quais implicações subjetivas decorrem dessas políticas públicas em educação? Este estudo tem como objetivo geral compreender em que medida a Universidade Federal de Santa Maria está preparada para receber e acolher os estudantes beneficiários do Programa de Ações Afirmativas cotistas ingressantes pelo critério de seleção adotado pela Lei nº 12.711/2012 - Candidatos que tenham cursado integralmente o Ensino Médio em escolas públicas, autodeclarados pretos, pardos e indígenas, que são recebidos e acolhidos pela UFSM. Os objetivos específicos são: reconhecer as políticas educacionais referentes ao acesso e permanência do estudante na Universidade (Ensino Superior) no Brasil; verificar a eficácia da legislação educacional (Lei 12.711/2012 e Resolução 011/2007 – UFSM) no âmbito da UFSM; analisar e compreender as percepções acerca da qualidade da permanência de estudantes cotistas da UFSM e estabelecer relação entre eficiência e eficácia da legislação educacional (Lei 12.711/2012 e Resolução 011/2007 – UFSM) e políticas públicas no ambiente universitário. A metodologia proposta pela pesquisa consistiu em um levantamento bibliográfico, com uma abordagem qualitativa e emprego da metodologia das narrativas (auto)biográficas para obter a percepção dos estudantes sobre sua permanência no percurso do curso que estão realizando. Foram entrevistados estudantes declarados pretos e pardos, de graduação e de baixa renda. Com a implementação do Programa de Ações Afirmativas na UFSM e da Lei de Cotas para o Ensino Superior, houve também ampliação de medidas para acolher os estudantes oriundos dessas políticas.
