Resumo: In 2009, the Technical Regulations for Energy Efficiency Labelling of Commercial Buildings (RTQ-C) was published, which presents the methodology for evaluating the level of energy efficiency in buildings and it proposes limits of thermal transmittance and solar absorptance for opaque locks of walls and roofs. Thus, this work aimed, through the application of both methods of RTQ-C, to evaluate the energy efficiency level of educational buildings envelopment at the Federal University of Santa Maria, to compare the applicability and equivalence between existing methods and to assess the influence of different thermal transmittance and solar absorptance in locks evaluated by this. It was evaluated 19 buildings of classrooms and laboratories by the prescriptive method, while, by the simulation method, two buildings were evaluated with high charge density installed. For the buildings evaluated by both methods, the result of the equation of the prescriptive method corresponded to the result of the simulation. However, the attendance to the prerequisites of the envelope made all the buildings evaluated by the prescriptive method were decreased of levels A and B to the efficiency levels C and E. In addition, the replacement of thermal transmittance and solar absorptance parameters in locks of walls and roofs did not result in a lower efficiency level than B. Thus, it was observed that, for buildings with high power density installed of bioclimatic zone 2, the prerequisites of envelope did not shown in accordance with the energy consumption resulting from evaluations and, therefore, they should be reviewed.

Dessa forma, este trabalho buscou, através da aplicação de ambos os métodos do RTQ-C, avaliar o nível de eficiência energética da envoltória de edificações educacionais da Universidade Federal de Santa Maria, comparar a aplicabilidade e equivalência entre os métodos existentes e, ainda, avaliar a influência de diferentes transmitâncias térmicas e absortâncias solares nos fechamentos avaliados por este. Foram avaliadas 19 edificações pelo método prescritivo, enquanto que, pelo método de simulação, foram avaliadas duas com alta densidade de carga instalada. Para os prédios avaliados por ambos os métodos, o resultado da equação do método prescritivo se equivaleu ao resultado da simulação. Todavia, o atendimento aos pré-requisitos da envoltória fez com que todas as edificações avaliadas pelo método prescritivo fossem rebaixadas dos níveis A e B para os níveis de eficiência C e E. Além disso, a substituição dos parâmetros transmitância térmica e absortância solar nos fechamentos de paredes e coberturas em nenhum momento resultou em um nível de eficiência inferior a B.
