Resumo: The constant pursuit of an efficient management that achieves the objectives of the organizations has brought the attention to discussions about the competences of managers. Particularly with respect to the managers of public hospitals, the analysis of competences becomes important for enabling the evaluation of an administration historically considered amateur. The overall objective of this study was to identify the managerial competences in the perception of the managers of the public hospitals of Belo Horizonte, the capital of Minas Gerais state, Brazil. Specifically, the objectives were to: identify, in the perception of directors and managers, which are the managerial competences required for the hospital director; identify the formal competences defined by the hospitals; and articulate the competences mentioned and verified by the directors and managers, according to the managerial roles. Based on the literature of competences, we examined the competences of the directors of the public hospitals, based upon Quinn s model. The sample was composed of 13 directors and 30 managers of 15 public hospitals in Belo Horizonte. The primary data of the survey were obtained with an interview with directors and the application of questionnaires to the directors and also managers.The secondary data were obtained by documental analysis from research conducted on the websites of the public hospitals, aiming to extract information about the roles directors should take on. The verbalization of the interviewees was analyzed through the technique of content analysis. A descriptive statistics of the data obtained from the questionnaires was performed. The results indicate that the establishment of goals and objectives, dealing with changes, and effective communication were the competencies that most stood out among the directors. For the managers, however, the most important competences were negotiation of agreements and commitment to, constitution and maintenance of a power base and effective communication. An outstanding result was the identification that the directors of the hospitals had gone through a professional qualification process when they assumed the executive position. The main contribution of this study was the diagnosis of the managerial competences necessary for the directors of the public hospitals of Belo Horizonte, including the identification of other competences in addition to those presented by Quinn s model, such as the political articulation ability and the knowledge of the operation of the public administration, which were repeatedly remarked by the directors and managers. These competences were identified as important in the political relationships and may influence the activities developed by the hospitals and the volume of funds raised. The initial perception of this research concerning the lack of qualification of the directors of the public hospitals of Belo Horizonte was contradicted from the moment it was verified that the competence and qualification are a concern for the health institutions

No que tange especificamente aos gestores dos hospitais públicos, o estudo das competências se torna importante por permitir a análise de uma administração historicamente amadora. O objetivo geral do trabalho foi identificar as competências gerenciais dos gestores dos hospitais públicos de Belo Horizonte. Especificamente pretendeu-se: verificar, na percepção dos diretores e dos gerentes, quais são as competências gerenciais do diretor hospitalar; identificar as competências formais definidas pelos hospitais; e articular as competências percebidas pelos diretores e gerentes, de acordo com os papéis gerenciais. Com base na literatura sobre competências, buscou-se examinar as competências dos diretores dos hospitais públicos, tendo como base o Modelo de Quinn. A amostra foi composta por 13 diretores e 30 gerentes dos 15 hospitais públicos de Belo Horizonte. Os dados primários da pesquisa foram obtidos a partir de entrevista com diretores e posterior aplicação de questionários aos diretores e aos gerentes. Os dados secundários foram obtidos através da análise documental de pesquisa realizada nos sites dos hospitais públicos, objetivando extrair informações sobre os papéis que os diretores deveriam assumir. As verbalizações dos entrevistados foram analisadas através da técnica de análise de conteúdo. Foi realizada estatística descritiva dos dados obtidos através dos questionários. Os resultados indicam que o estabelecimento de metas e objetivos, o convívio com a mudança e a comunicação eficaz foram as competências mais ressaltadas pelos diretores. Já na concepção dos gerentes as competências mais importantes foram a negociação de acordos e compromisso, a constituição e manutenção de uma base de poder e a comunicação eficaz. A percepção inicial referente à falta de capacitação dos diretores dos hospitais públicos foi contrariada pela pesquisa a partir da constatação de que a competência e a qualificaçãoconstituem uma preocupação das instituições públicas de saúde de Belo Horizonte. A pesquisa revelou que os diretores dos hospitais passaram por um processo de qualificação profissional ao assumirem o cargo de direção. A principal contribuição deste trabalho foi o diagnóstico das competências gerenciais dos diretores dos hospitais públicos de Belo Horizonte, incluindo a identificação de outras competências além das apresentadas pelo Modelo de Quinn, como a capacidade de articulação política e o conhecimento do funcionamento da administração pública, que foram exaustivamente ressaltadas pelos diretores e gerentes.
