Evaluate the levels of efficiency in the provision of public services and their determinants become increasingly important due to increased needs of the population and the scarcity of resources. Thus, this work aimed to analyze the level of efficiency which resources are applied for provision of public health services in the state of Mato Grosso, since its funding comes from the tax, assessment is needed of how is applied. Therefore the aim of this paper is identify the general framework of efficiency in providing public health services in the state of Mato Grosso. Specifically, intended to verify the situation of health regions and municipalities on the use of resources against the provision of health services and verify that environmental factors are related to the level of efficiency. For this purpose, employs the method of semi-parametric Two-Stage Data Envelopment Analysis (Two-Stage DEA) with methodological refinements arising from the bootstrap resampling technique, moreover, were present concerns with the control of outliers and identification of returns to scale. The first step of the process focuses on the calculation of efficiency in the provision of municipal public health care services from the DEA. The second step aimed to verifying the influence of environmental variables, experience and allocation of municipalities about their efficiency level through a truncated regression, estimated for maximum likelihood. The first stage results indicate that the state, through its municipalities, has use in poor allocation of resources to provide public health care services, has the care of more complex concentrated in major cities, and also not have focus on health care public policy that center structure and resources on disease prevention. The second stage results reinforce the previous step and indicate that municipalities with higher levels of efficiency are generally small, in both economically and population terms, compared to the other. Some items such as the adoption of best management practices, increasing productivity, scale appropriateness and adequacy of public health preventive policies can be emphasized to increase the efficiency of municipalities in the provision of health care services.
