The main objective of this research is to demonstrate a methodology for indirectly estimating the periodic total of resources in a regional economy resulting from exploitation of permanent preservation areas. As an example, the economic impact resulting from law enforcement of the Brazilian Forestry Code was analyzed in relation to demarcation and implementation of permanent preservation areas (PPA s) in the Alegre River watershed, Municipality of Alegre, Espírito Santo State. This GIS-based study consisted of the following phases: 1) demarcation of PPA s, according to the Brazilian Forestry Code and especially Resolution 303 of the Conselho Nacional do Meio Ambiente; 2) identification of land use conflicts according to land use mapping; 3) determination of economic value of lands according to average market value; 4) determination of annual net revenue from productive activities in PPA s, using the Faustmann Formula to quantify the monetary value of illegal land use. The Alegre River watershed has an area of 20,566 ha of which 9,428 ha (46%) are permanent preservation areas. However, only 2,139 ha (23%) are actually preserved today. In the Alegre River watershed, the total value for the 7,289 ha of permanent preservation areas being used for agricultural production was R$ 8.3 million, of which more than half (approximately R$ 4.3 million) occupy the upper third of hillsides. The total annual net revenue from productive activities for the land use conflict areas, considering an annual market interest rate of 12%, is approximately R$ 1.0 million. This is the total annual illegal income appropriated by private initiative from using a public good. This is the equivalent of R$137.ha-1.ano-1, e.g., the monthly net contribution of each hectare of deforested PPA s is only R$11. Based on the order of magnitude for this value, it may be concluded that the implementation of effective policies as incentives for environmental preservation is perfectly feasible, even in the sphere of municipality domain.
