Resumo: Despite the theme of culture and creativity do not represent a new field of studies in Brazil, the development of activities based in these areas has gained strength and prominence in recent years. In this sense the potential of culture to promote the development of territories and individuals should take into account in the government agendas. In what concerns the relationship between culture and development, through the cultural diversity has been tried to create a rich and varied world, which increases the range of choices and nurtures human capacities and values, thus constituting a major driver of sustainable community development peoples and nations. The cultural dimension mainly due to its diversity, becomes very peculiar and so requires appropriate and aligned policies with the realities and demands of each territory. Inserted in this context, the Government of Minas Gerais - Brazil, through the State Secretariat of Culture introduced the "Minas Territory of Culture Program . This is an articulated program of decentralization and regionalization of cultural public policy that was designed especially considering that in a state with a wide territorial extension and with a vasty cultural diversity as Minas Gerais, a regionalized action in order to enhance local identities is completely needed. This actions requires the recognition and the appreciation of local management and of all the actors (stakeholders) involved in the cultural field. In this sense, considering the relevance of these program, this dissertation proposes to answer to the following problem: what actions have been worked to conduct decentralized cultural public policy? Thus, this study aims to analyze the Minas Territory of Culture Program (MTCP) as a decentralized cultural public policy of the state of Minas Gerais. To achieve this objective, was specifically proposed: a) to present the arising of MTCP in the Government's agenda of Minas Gerais b ) Characterize the process of elaboration of the MTCP and finally c ) Describe the implementation of MTCP. This study collected primary and secondary data. As a data collection instrument were used interviews, documental analysis, field observation, simultaneously some activities previously established based in the focus of the program were accompanied. For data analysis, were used the content analysis technique. The results are presented in three stages: first, the process of emergence of the program was addressed, following, the formulation process, and finally, the implementation process of the MTCP. Transversely to each of these stages the aspects of decentralization in conducting this public policy are discussed. Analyzing the decentralization of public policies in the cultural field, from the understanding of the policy cycle (steps here called as emergence (agenda stage) , development and implementation ) of the MTCP it was possible to draw some conclusions about the management of public policy in this sector at a state level. Could be observed in the study that the Minas Territory of Culture Program ( MTCP ) has sought to internalize their scope, but this program still hasn t reached, in a substantially way, the municipalities in the process of building an effective cultural policy of valuing the state of Minas culture. It is intimately related to the need of more conections by the the State Secretariat of Culture in order to form a network for the creation of public policy for the culture field. It was also found that despite the efforts of decentralization, glimpse through the actions that try to promote a dialogue between different spheres of government , and through the division of responsibilities between the state and municipal levels, this policy, can still be seen as predominantly Top Down . This was observed mainly in the stages of agenda (appearance) and formulation. In conducting process of the MTCP, it was also identified that the establishment of public-private partnerships (eg. with the S system) and public - public (with municipal governments, and among other government sectors) were essential for the implementation of MTCP in the regions studied.

Levar em consideração o potencial da cultura para a promoção do desenvolvimento de territórios e de indivíduos pode ser ação estratégica para promover o desenvolvimento sustentado. A relação entre cultura e desenvolvimento pode ser estabelecida por meio da diversidade cultural, pela qual procura criar um mundo rico e variado que aumenta a gama de possibilidades e nutre as capacidades e valores humanos, constituindo, assim, um dos principais motores do desenvolvimento sustentável das comunidades, povos e nações. A dimensão cultural, principalmente devido à sua diversidade é bastante peculiar e exige políticas adequadas e alinhadas com a realidade e as demandas de cada território. Inserido neste contexto, o Governo de Minas, por meio da Secretaria de Estado de Cultura (SEC) lançou O Minas Território da Cultura . Este é um programa articulado de descentralização e regionalização das políticas públicas culturais que foi pensado principalmente tendo em vista que em um Estado de grande dimensão territorial e diversidade cultural como Minas Gerais, é necessária uma atuação regionalizada que procure valorizar as identidades locais. Essa atuação exige o reconhecimento e a valorização da gestão local e dos atores envolvidos no processo cultural. Neste sentido considerando-se a relevância do programa em estudo, o que se propõe nesta dissertação é a resposta ao seguinte problema: Quais ações tem sido trabalhadas para a condução de políticas públicas descentralizadas de cultura? Diante disto, este estudo tem como objetivo principal analisar o Programa Minas Território da Cultura (PMTC) enquanto uma política descentralizada de cultura do estado de Minas Gerais. Para atender a este objetivo procura-se especificamente: a) Apresentar o surgimento do PMTC na agenda do Governo de Minas Gerais; b) Caracterizar o processo de elaboração do PMTC; c) Descrever a implementação do PMTC. Para o estudo foram coletados dados primários e secundários. Como instrumento de coleta de dados foram utilizadas entrevistas, análises de documentos, observação de campo, simultaneamente ao acompanhamento das atividades e ações pré- estabelecidas no foco de atuação do programa. Para a análise dos dados, utilizou-se da técnica de análise de conteúdo. A apresentação dos resultados esta dividida em três momentos: em um primeiro momento trata-se do processo de surgimento do programa, em sequência do processo de formulação, e por último, sobre o processo de implementação do programa. Transversalmente a cada uma destas etapas são abordados os aspectos de descentralização na condução desta política pública. Na análise da descentralização de politicas públicas no campo da cultura, a partir da compreensão do ciclo político (etapas aqui chamadas de surgimento, elaboração e implementação) do programa do Governo de Minas Gerais nomeado Minas Território da Cultura, foi possível concluir sobre a gestão de política pública neste setor em nível estadual. Observou-se no estudo que o Programa Minas Território da Cultura (PMTC) tem buscado interiorizar seu alcance, mas este programa ainda não tem atingindo de modo substancial os municípios do interior no processo da construção de uma política cultural efetiva de valorização da cultura mineira. Isto porque, percebeu-se que as ações promovidas pela SEC necessitam ainda de maior interligação, no sentido de formar uma rede para a criação de politicas públicas para o campo da cultura. Constatou-se também que esta política, apesar dos esforços de descentralização, por meio de ações que tentam promover o diálogo entre diferentes esferas de governo, e por meio da repartição de responsabilidades entre as esferas estadual e municipal, ainda pode ser vista como predominantemente do tipo Top Down. Isto foi observado principalmente nas fases de formação de agenda (surgimento) e formulação.
