Resumo: This study discusses the relationship between Politics and Administration and analyses the factors responsible for the modification of the Agreement of Results methodology, an instrument of institutional management of the state of Minas Gerais. In Minas Gerais public administration context, the program of government known as Shocks of Management reached visibility after its presentation to the public in 2002. Between one series of modifications that were implemented in the administrative structure, it deserves recognition to the introduction of the contracting system defined by the idealizers as Results Agreement. Incorporated into the administrative aparatus, the instrument had its methodology altered in 2007, preserving determined basic characteristics. Before the importance that the Results Agreement assumed and assumes for public administration in Minas Gerais, an exclusively qualitative inquiry was prepared with the objective of understanding which administrative and political factors were responsible for the modification of the methodology of the instrument, according to the perception of strategic actors chosen as subjects of the inquiry. Five strategic actors of the government circle were chosen and reported experiences and perceptions in directing and attending to the institutional management instrument. Of the interviews taken and of the documental inquiry there was a continuance of the choice of Content Analysis as the technique of the analysis of the data. It was verified that between 2003 and 2006 the instrument presented problems of absence of alignment and incompatibility of goals with other instruments of the planning system of Minas Gerais. The cooperation gained status of critical resource in this context, since it was noted that leaders and servers did not cooperate in a satisfactory way with the Results Agreement. These problems did not prevent the instrument from acquiring an important institutional function, but they caused the modification of its methodology, since 2007: indicators of impact described as finalistic indicators were introduced, the instrument was divided in stages and goals were presented for servants of intermediate and operational levels, with a focus on work teams. There is a relation between Administration and Politics that must not be ignored in this context. The political speech of those interviewed at the same time in which it tried to legitimize the introduction and the establishment of the Results Agreement act represents and works like an important modernization instrument and institutional strengthening. The results reached in this study corroborate three important proposals of the used literature: first of all, the differences are very tenuous between Politics and Administration; Secondly, the technical groups of public administrators adopt hybrid strategies of reacting to and reinforcing the political aspect in its reaction calculation; and, finally, in the context of reduced performance that was presented in the state of Minas Gerais in 2003, the Results Agreement brought together the objectives to improve the performance of the bureaucratic apparatus and to strengthen the State as an institution.

No contexto da administração pública mineira, o programa de governo Choque de Gestão alcançou visibilidade após sua apresentação à população, em 2002. Entre uma série de modificações que foram promovidas na estrutura administrativa, merece destaque a introdução do sistema de contratualização definido pelos idealizadores como Acordo de Resultados. Incorporado ao aparato administrativo, o instrumento teve sua metodologia alterada a partir de 2007, preservando determinadas características fundamentais. Diante da importância que o Acordo de Resultados assumiu e assume para a administração pública de Minas Gerais, foi elaborada uma pesquisa exclusivamente qualitativa com o objetivo de compreender que fatores administrativos e políticos foram responsáveis pela modificação da metodologia do instrumento, segundo percepção dos atores estratégicos escolhidos como sujeitos da pesquisa. Cinco atores estratégicos da cúpula do Governo foram escolhidos e relataram experiências e percepções na condução e acompanhamento do instrumento de gestão institucional. Das entrevistas conduzidas e da pesquisa documental prosseguiu-se a escolha da Análise de Conteúdo como técnica de análise dos dados. Verificou-se que entre 2003 e 2006 o instrumento apresentou problemas de ausência de alinhamento e incompatibilidade de metas com outros instrumentos do sistema de planejamento de Minas Gerais. A cooperação ganhou status de recurso crítico nesse contexto, pois se constatou que chefias e servidores não cooperaram de maneira satisfatória com o Acordo de Resultados. Esses problemas não impediram que o instrumento adquirisse importante função institucional, mas motivaram a modificação de sua metodologia, a partir de 2007: foram introduzidos indicadores de impacto definidos como indicadores finalísticos, dividiu-se o instrumento em etapas e metas foram desdobradas para servidores de nível médio e operacional, com foco para as equipes de trabalho. Existe uma relação entre Administração e Política que não deve ser ignorada nesse contexto. O discurso político dos entrevistados ao mesmo tempo em que procura legitimar a introdução e o estabelecimento do Acordo de Resultados representa e funciona como importante instrumento de modernização e fortalecimento institucional.
