Aiming to mitigate the problems arising from the concentration of land, income and poverty in rural Brazil, the National Land Credit Program - PNCF was created. For the Northeast backwoods, the primary category is the Fight against Poverty. So the question that guides this study is: what are the impacts of public policies on financing agricultural credit on income and assets, that impact on quality of life of its beneficiaries? In this sense, this work aims to evaluate the impact of the agricultural land credit and equity income, in addition to measuring the quality of life of its beneficiaries. For both, were used as theoretical frameworks: public policy, theoretical model to maximize net revenue and the theory of quality of life. To assess the impact of agricultural credit was used the method of double difference, while the measurement of quality of life of the respondents was taken using the straight-line method of arithmetic mean and factor analysis. Thus, it was concluded that: the land credit provided high increase in agricultural income beneficiaries PNCF in the period 2006-2010. However, this impact decreased significantly in the period 2006-2012, mainly due to low rainfall and lack of incentives programs that complement the actions of land credit, such as PRONAF. Therefore, there was a significant decrease in income and assets of respondents (beneficiaries and non-beneficiaries) in the period 2010-2012, due to the poor performance of agriculture by the drought of 2012; during the grace period, the impact of PNCF in income and patrimony was negative and statistically insignificant. Only after from the fourth year that is positive and significant impact was observed. But, the best results were found only from the sixth year of exposure to the program. Regarding the quality of life, met an Index of Quality of Life Beneficiaries IQVB and not Beneficiaries - IQVN within the range of average quality of life. However, the group of beneficiaries showed better results in most indicators of quality of life, while the group of not beneficiaries showed near the limit of low quality of life outcomes.
