This work aimed to investigate how the dimensions of the 5C Protocol help to understand the different results of the implementation of public policies for expanding access to Federal Institutions of Higher Education (IFES) in the State of Minas Gerais. Thus, a study was carried out on the implementation of the support program for the restructuring and expansion of federal universities (Programa de Apoio a Planos de Reestruturação e Expansão das Universidades Federais - Reuni), based on the model presented by Brynard (2000), the 5C Protocol - content of the policy itself (content); context; commitment; administrative capacity (capacity), and support from clients and coalitions (clients and coalitions). This multi-case research was conducted at the Federal Universities of Juiz de Fora, Ouro Preto, São Joao Del- Rei and Viçosa. Thus, to study the C's: context, commitment, capacity and coalitions, a qualitative approach was carried out, by the analysis of the data collected through semistructured interviews with the managers of these institutions. To study the C of clients, using a quantitative approach, we applied a structured questionnaire to freshmen (candidates for a vacancy) in undergraduate programs of the four IFES, in 2011. Therefore, the theoretical basis for this analysis lies on the factors of demand and decision process of comparison. For better interpretation of the results, an exploratory factor analysis of the data was carried out to reduce the number of variables, as well as a comparison of group means, by ANOVA. Therefore, it was verified that the C's of Context and Administrative Capacity influenced most the different results. Yet, it was observed that these C's are not significant isolately, but in connection with others. Assuming that many public policies elaborated by the Government (Federal, State or Municipal) failed precisely at the stage of implementation, usually influenced by political parties, mass media, pressure from interest groups or even inefficiency of the implementing institution, this research needs further studies to create an implementation model more suitable to the characteristics of the country.
