Resumo: Credit unions are instruments that promote local development and fulfill the role of financial integration of the population, especially the poor. As part of its financial system, are regulated by the National Monetary Council and supervised by the Central Bank of Brazil. In recent years there have been several changes in legislation aimed at credit unions with a view to strengthen and consolidate the industry. The legislation aims to ensure the safety of the financial system, its participants and the economy, bringing benefits both for society and for financial institutions. However, it also entails costs for the cooperatives, as it has to adapt and follow the requirements. In this sense, this research was to analyze the relationship between regulation and efficiency in the credit unions Sicoob. In Chapter 1, we determined the regulatory cost on which cooperatives may incur from the enforcement of legal requirements from 2004 to 2009. In chapter 2, we analyzed the efficiency of cooperatives in the model including an undesirable product that refers to default, modeled by an approach of Data Envelopment Analysis that incorporates these outputs. Also in this chapter, we proceeded to analyze the determinants of efficiency of credit unions from 2004 to 2008, using a Tobit model panel. The results indicated a high regulatory cost between cooperatives, composed primarily by the opportunity cost of capital of the liquidity reserve. These costs were progressively increased during the period, and large cooperatives tend to have higher costs than small ones. Regarding efficiency, the cooperatives had average scores of 0.80 in the year under study implying the possibility of increased product by 20% without an increase in inputs. The main determinants of efficiency of the cooperatives were "dividend rate", "regulatory cost", "default rate", "number of members", while the latter two variables showed a positive relationship in which increases in their values rise to efficiency, while increases in the cost and regulatory dividend rate reduces the efficiency of cooperatives. Besides these variables, differences were identified between the efficiency of cooperatives affiliated to certain plants, although the rural credit cooperatives, free admission and private employees are less efficient than the cooperative business. From the results, we conclude that the regulation has negatively impacted the efficiency of credit unions examined.

Como integrantes do sistema financeiro nacional, são reguladas pelo Conselho Monetário Nacional e fiscalizadas pelo Banco Central do Brasil. Nos últimos anos, aconteceram diversas modificações na legislação voltadas às cooperativas de crédito com intuito de fortalecer e consolidar o segmento. A legislação visa a garantir a segurança do sistema financeiro, de seus participantes e da economia, trazendo benefícios tanto para a sociedade quanto para as instituições financeiras. Contudo, implica também custo para as cooperativas, na medida em que tem que se adaptar e seguir as exigências. Neste sentido, esta pesquisa teve como foco analisar a relação entre regulação e eficiência nas cooperativas de crédito do Sicoob. No capítulo 1, determinou-se o custo regulatório no qual as cooperativas incorrem devido ao cumprimento de exigências legais de 2004 a 2009. No capítulo 2, analisou-se a eficiência das cooperativas incluindo no modelo um produto indesejável que se refere à inadimplência, modelado por meio de uma abordagem da Análise Envoltória de Dados que incorpora estes outputs. Ainda neste capítulo, procedeu-se à análise dos determinantes da eficiência das cooperativas de crédito de 2004 a 2008, utilizando um modelo Tobit em painel. Os resultados indicaram um elevado custo regulatório entre as cooperativas, composto primordialmente pelo custo de oportunidade do capital da reserva de liquidez. Estes custos apresentaram aumentos progressivos no decorrer do período, sendo que grandes cooperativas tendem a ter maior custo que as pequenas. No tocante à eficiência, as cooperativas apresentaram escores médios de 0,80 nos anos em estudo implicando possibilidade de aumento dos produtos em 20% sem aumento nos insumos. Os principais determinantes da eficiência das cooperativas foram: taxa de dividendos , custo regulatório , taxa de inadimplência , número de associados , sendo que as duas últimas variáveis apresentaram relação positiva, na qual aumentos em seus valores elevam a eficiência, enquanto aumentos no custo regulatório e taxa de dividendos reduzem a eficiência das cooperativas. Além destas variáveis, foram identificadas diferenças de eficiência entre as cooperativas filiadas a determinadas centrais, ainda que as cooperativas de crédito rural, de livre admissão e de empregados privados sejam menos eficientes que as cooperativas de empresários.
