The financial compensation from the mineral exploration (CFEM) and received by the mining counties constitutes a large capital contribution. Thus, this study was carried out to analyze the efficiency of those counties in applying the resources during the years 2003 and 2007. Then, the following question was raised: are the CFEM-levying counties more efficient than the nonlevying ones? The theoretical models used in this study refer to public management, public finances, efficiency and exhaustible resources. So, the following were accomplished: (a) identification of the socioeconomic conditions of both county groups CFEM levying and nonlevying counties; and (b) the technical efficiency of those counties in either social extent and the other productive bases different from mining. For treatment of the data, the t tests for equalities of paired and independent means, besides the Data Envelopment Analysis DEA. According to the results, in 2003 and 2007, the levying counties presented superiority of their economical indicators, compared to nonlevying ones, except for agricultural and livestock activities. In per capita budgeting terms, the mining-based counties showed superior results superiors in 2007. Concerning to the technical efficiency models, under presuppositions of the constant returns to scale, it was possible to identify that the CFEM-levying counties were more efficient than the nonlevying ones only in the model applied to the productive activities different from mining, such as industry, services and agriculture and livestock. In the models applied to education and health, the counties uncontemplated by the royalties of the ore showed higher averages for the efficiency scores. In the efficiency model applied to sanitation, however, low average scores were observed in both county groups under analysis. Those results should stimulate the actions of the public managers who have decisional powers during their mandates, in such a way to contribute for improvements in the socioeconomic conditions of the mining-based counties, since the ore is characterized as nonrenewable resource, therefore finite. In addition, the mineral extraction activity generates expressive levies in the budgets of those counties.
