The public power, as the major responsible for the definition of strategies able to generate equity and usufruct of the social rights, has conducted to the management of social public politics, which configure themselves, in the practice, by means of social programs and projects. However, these programs, due to their minimalist, immediacy and discontinuous nature, have not get to promote the emancipation and social inclusion, that is, the discourse sometimes is not effective in the practice. In this sense, the present research was centralized on reflection of the Eradication of Childish Work (ECW) guide principles, in the light of the data obtained in its quotidian. In the specific way, the aim of this research was to investigate the dynamic of this program s function, considering its local nets, standing out if its actions have proportioned a favorable environment to the parental empowerment. So, documental and bibliographic researches were employed, in addition of interviews semi-structured with ECW s socio-institutional leadership, families, children and teenagers. An option was made to the analysis of the contents to make an evaluation of the data. One found an inexistence of a strategic purpose suitable for the promotion of the social inclusion of the ECW s families from Ubá-MG, by means of socio-educative activities and the development of actions that generate jobs and income. Another problems were identified along of the program implementation, however the lack of perception from the local managers about how is necessary to establish partnerships and conventions constituted the most important of them, and also to fortify the already existent bonds between them assuring the effectiveness of the three guide axles from ECW. In this sense, one made conclude that the empowerment occurred, but in a restrained way, maintaining the relationships of dependence and subordination between familiar unity, due to the lack of opportunity to capacitate people and generate income, becoming them pro-active families, concerning the control sense of their lives, increasing their liberty.
