O trabalho como experiência moral: significados e expectativas subjacentes à inserção de crianças, adolescentes e responsáveis no PETI/Ipatinga-MG

Even though Brazil possesses one of the most advanced laws in relation to protection of children and adolescents, the Statute of Child and Adolescent (ECA), reality shows us according to estimates of the OIT (2000) that worldwide more than 351 million children and adolescents between the age of 5 and 17 are economically active. In Brazil this stands for almost five and a half million children and adolescents who actually work. Focusing on childhood/youth labor we want to examine the reality and prospects formed by children, adolescents and respondents about the Program of Eradication of Child Labor (PETI), in the city of Ipatinga. In theoretical/conceptual terms, being marked out by historical backgrounds and the context of the formation of the debate on child/youth labor, some central categories for the comprehension of these are: Social Politics, focused on the PETI , Childhood and Adolescence and family. Based on a qualitative methodology (direct observation, questionnaire, group dynamics and contents analysis) we reflected on the natural prospects of child/youth labor. The results showed that labor is not seen as something negative in their lives, even though they admit that some activities are detrimental to the bio-psycho-social development of the Child and the Adolescent. The program was seen as something positive with regard to the Eradication of Child/Youth Labor of the participants. The interviewees reported the importance of the PETI in the life of the Children and the Adolescents, it being seen as a social-educational Program that provides a prospect of a better future for these people. From the results presented it became clear that there is a moral value preceding the pragmatic value of labor, perceived through the realization of the empirical study. Beyond the objective dimensions (material, pragmatic and utilitarian) we emphasize symbolic aspects that permeate the development and the participation of the researched subjects in the PETI -Ipatinga, such as: the real positive value of labor, whose cultural dimension precedes its material application. Finally, even though not having the pretension of formulating the definitive conclusions, we indicate some possible clues to unravel part of the complexity of the problem we sought to understand. As a possible way to face the Eradication of Child/Youth Labor we indicate not only policies of tackling poverty and education, but also matters of cultural nature, like the implantation of new cultural policies that seek to recognize the subject in his/her context, in the integrated proposal for social inclusion.
