Resumo: Because the increasing competitiveness of the market competitiveness, the cellulose producers look for places with favorable conditions for the accomplishment of their activities. In this scenery, Brazil has significant advantages relative to other countries because its forest production, labor supply, territorial extension, availability of natural resources and other ones. The identification of more favorable areas in a continental-dimensioned territory would be an important advance to show the Brazilian potential for contributing to the supply of the increasing world demand for cellulose. Based on the location theory, this study was carried out to classify the Brazilian territory according to its potential to attend the demands of a cellulose plant with annual production of 1.000.000 t year-1, whereas following the current production tendency of the installed plants. For this classification, four minimum demands of the enterprise were considered as potential indicators, by generating maps through the attribution of values for each indicator, as being zero for the regions that do not attend and one for the regions attending the demands of the enterprise. The superposition of all maps showed regions with values from 0 to 4, as being classified as unviable (0), potentially low (1), potentially average (2), good (3) and potentially excellent (4) for installation of the enterprise. In the Zona da Mata area where an excellent potential was found, the discussion also involved one more indicator for the potential "water availability", but also some nonindicators of potential for installation of the cellulose plant. So, a revision was accomplished in the literature, internet, and softwares (Excel, Arc Gis 9.0, Atlas Digital das Águas de Minas Gerais and information from the base of the Software 3 PG) and with specialists. In final analysis, 30,47% (2.594.358,80 km2) of the national territory were identified as potentially excellent areas for setting up a cellulose plant (annual production 1,000.000 ton year-1), 34.36% (2.926.081,75 km2) as satisfactory potential, 11.54% (982.638,99 km2) as average, 23.63% (2.011.796,46 km2) as potentially low and 0% unviable. In the specific analysis of the Zona da Mata, five rivers with sections showing Q7,10 above 10 m3.s-1 or could allow for the installation of a cellulose plant with some 1.000.000 ton year-1 production within potentially excellent regions. The availability of pasture areas in this region reaches 2.000.000 ha approximately, whereas a wide portion of those areas are degraded, subutilized and with high potential to be used for reforestation. If only 20% of those areas were reforested with eucalypt, a production of 4 million ton/year cellulose would be possible. Thus, it is concluded that Brazil is endowed with great potential to attracting great part of the change in the axis of the world cellulose production from the Northern to Southern Hemispheres. Besides, the Zona da Mata shows countless favorable characteristics to allow for large cellulose plants, which could impeling the regional economy with countless environmental improvements.

O Brasil, dentro desse cenário, possui vantagens significativas em relação aos demais países no que se refere à produção florestal, oferta de mãode- obra, extensão territorial, disponibilidade de recursos naturais e outras. A identificação de regiões mais favoráveis em um território de dimensões continentais seria um passo importante para mostrar o potencial brasileiro em contribuir para o suprimento da demanda mundial crescente de celulose. Procurou-se neste estudo, com base na teoria de localização, classificar o território brasileiro segundo o potencial de atender às exigências de uma fábrica de celulose com produção anual de 1.000.000 t ano-1, conforme a tendência atual de porte de fábricas instaladas. Para tal classificação, consideraram-se quatro exigências mínimas do empreendimento para serem os indicadores de potencial, criando mapas através da atribuição de valores para cada indicador, sendo zero para as regiões que não atendem e um para as regiões que atendem às exigências do projeto. A sobreposição de todos os mapas forneceu regiões com valores de 0 a 4, sendo classificadas como inviável (0), de baixo potencial (1), de médio potencial (2), de bom potencial (3) e de excelente potencial (4) para a implantação da fábrica. Na Zona da Mata, onde foi encontrada uma região de excelente potencial, discutiram-se mais um indicador de potencial, disponibilidade de água , e, também, alguns fatores não indicadores de potencial para instalação de fábrica de celulose. Para o presente estudo, utilizou-se consulta à literatura, à internet, a especialistas e a softwares (Excel, Arc Gis 9.0, Atlas Digital das Águas de Minas Gerais e informações da base do Software 3 PG). A análise final para o território nacional possibilitou identificar 30,47% (2.594.358,80 km2) de suas terras como áreas de excelente potencial para instalação de fábrica de celulose (produção anual de 1.000.000 t. ano-1), 34,36% (2.926.081,75 km2) como de bom potencial, 11,54% (982.638,99 km2) como de médio, 23,63% (2.011.796,46 km2) de baixo potencial e 0% como inviável. A análise específica da Zona da Mata possibilitou encontrar cinco rios com trechos com Q7,10 acima de 10 m3/s, ou seja, que poderiam comportar a instalação de uma fábrica de celulose com produção de 1.000.000 t. ano-1 dentro da região de excelente potencial. A disponibilidade de áreas de pastagens nessa região chega a aproximadamente 2.000.000 de ha, sendo essas áreas em sua maioria degradadas, subutilizadas e de grande potencial de utilização para reflorestamento. Se apenas 20% delas fossem reflorestadas com eucalipto, seria possível a produção de 4 milhões t. ano-1 de celulose.
