The objective of this study is to examine how the accomplished actions and the results received in 2005 and 2006 by the Central Superintendency Electronic Governance of the State Planning Secretary of the Minas Gerais state inside the administrative reformation context caused by the Breaking Management Project. The accountability could be seen in this research as being essential for the governance in the public management, considering its effects on the modernization of the state display there is a strategical alignment featured among the public politics, resources and people. The New Public Management theory was explored in this context as a guideline. This way we can analyze the alignment instruments and strategical management done by Minas Gerais state government, by research strategy known as Case Study. Data was collected from interviews with the Breaking Management Project strategical agents, doing through the Content Analysis as a treatment form of the obtained data and having as a guideline the Grounded Theory. Implicit relationships were identified in the Breaking Management Project between the Pluriannual Plan of Government Action, The Mineiro Plan of Integrated Development, the Double Planning tool (GERAES Strategical Management of Resources and State Actions), the Electronic Governance (Subject organ for the Case Study), the Result Deal (Institutional Estimation instrument) and the Individual Performance Assessment. Among the main contributions obtained through the result analysis considering the concept model offered in this work, we can highlight the need of an entire horizontal mechanism that may assist the implementation and monitoring of the obtained results on the government strategies and the need of a responsible accountability mechanism to inform the servant exactly how his actions may impact in obtaining the results of the state institution as a whole. As a suggestion, the obtained results in the Result Deal should be detailed in both middle and end actions inside each charge functions, knowing that the individuals suffer a direct impact from the Electronic Governance when they have to structure the information to make it available, in addition to suffering influence of the information received about the importance of their actions in the scope of individual overall targets. This factor would improve the institutional performance to reach the Breaking Management Project.
