To the urgent requirement that organizations of Brazilian public administration implement management systems for their projects, opposes the assumption - present in several academic studies and methodological manuals - that the success of such initiatives is subjected to the adequacy of management systems to the context in which they will be applied. This statement is especially relevant when it comes to implementing the management system of the information environment, since this is predominated by processes strongly influenced by contextual, cultural, and subjective factors. Given this situation, the present study sought to define the conceptual / operative subsidies that are necessary to understand the organizational context of Federal Institutions of Higher Education (IFES) in Brazil, considering the adequacy of management systems of the information environment to this context. From the methodological point of view, the present research can be classified as exploratory, qualitative, and of applied nature. Concerning the methodological design, it was opted for a search in the literature. The core of this work consists in the development of the concept of adequacy: a construct that allows the reasoning of processes that compose a reference model for managing the information environment in architecture, engineering, and construction projects from the systematic consideration of environmental constraints in the organizational context in which they are intended to be implemented: in the case of the present research, the Brazilian IFES. After defining the concept of adequacy, this work identifies the elements of the information environment in order to delimit a reference model for its management system and the characterization of this system s constituent processes. From the assessment of this reference model in the light of the concept of adequacy, guidelines are delineated for the adequacy of the management system to the context of Brazilian IFES. The conclusion of this work presents a synthetic systematization of the guidelines developed in the discussions and makes recommendations for future work.
