Since the end of Brazilian milk price regulation in 1991, the Brazilian dairy market has been trough intense changes, today there is a strong trend to enhance quality, expressed by the concern to offer products that offer no risk to the consumer and that meet the international market expectations. In relation to milk and its products, the search for better quality products begins at the farm, the quality of the products that industries will sell rely on the quality of the milk supplied by producers. In order to achieve the wanted results, an important measure to be taken is the construction of a guideline that addresses all the principles of development, implementation and maintenance of a Quality Payment Program (QPP), which can be used as a national standard in this practice, since the current lack of standards in payment programs and the lack of expertise hinder the implementation of sustainable systems. This work proposes a methodology for creating, implementing and maintaining QPP that may serve as reference for Brazilian dairy industries. In order to build this model a systematic literature search were realized and semi-structured interviews with representatives of industries, researchers and farmer s representatives were conducted. The second step was the analysis of the data that provided the necessary input needed for the development of a strategy to design, implement and maintain a QPP which involves the following steps: 1) Overview, 2) Goals, 3) Definition of activities and schedule, 4) Setting parameters bonus, 5) Definition of payment model and margins, 6) Disclosure, 7) Budgeting, 8) Payback, 9) Risk Survey, 10) Execution. The proposed guide covers all stages of the PPQ and it is targeted to managers, directors or owners of the dairy industry which recognize the importance of quality for producers, consumers and the industry itself, and are interested in implementing practices aiming the development of the chain as a whole.
