Eficiência produtiva de usinas de cana-de-açúcar do estado de São Paulo

Resumo: The national section of sugarcane has great economical, social and environmental importance, being great generator of employment in rural areas, generation of exchange value and production of renewable and clean energy. In 2007, it generated 4 million jobs, benefitting a thousand municipal districts and collecting R$ 12 billion to the public safes. The increasing demand for the derivatives of the product demands of the plants to also plan the size of its production and its allocation of resources, a time that the market if has become more competitive, generating increasing profits and attracting the entrance of new producers. Thus, the present work had as objective to analyze the efficiency of sixteen gins plants of sugar cane-of-sugar of the state of São Paulo, producing greater of the Country, in 2006/07. To carry out the procedure we used the Data Envelopment Analysis (DEA), able to quantify the productive efficiency of plants that are, in order to facilitate the detection of inefficiencies and provide parameters to become efficient, as such as benchmarkings. The main results were that the the plants have different relations between their inputs - stocks, real estate and wages - and the product - sales revenue Thus, compared to the other, six proved to be technically efficient, while ten did not use its resources in the best possible way, and are classified as inefficient. With regard to scale efficiency, the number of companies that could identify and act at the point of minimum average cost was only four, which revealed that twelve were not operating with constant returns. It was concluded that the plants receiving sugar are efficient and are acting more rationally than others, allocating resources and producing properly, which was reflected in higher economic return, verified by performance indicators, combined with lower average costs. Since inefficient firms did not act in order to avoid waste of raw materials or work above the point of minimum average cost. Therefore, there was the need for inefficient plants take into account their benchmarks in order to properly allocate their goods and work in the optimum level, enabling them to become efficient, making them more competitive in the market, that would allow greater profitability of its factors.

Em 2007, gerou 4 milhões de empregos, beneficiando mil municípios e recolhendo R$ 12 bilhões aos cofres públicos. A crescente demanda pelos derivados do produto exige das usinas planejar o tamanho de sua operação e também sua alocação de recursos, uma vez que o mercado tem se tornado mais competitivo, gerando crescentes lucros e atraindo a entrada de novas empresas. Assim, o presente trabalho teve como objetivo analisar a eficiência de dezesseis usinas beneficiadoras de cana-de-açúcar do estado de São Paulo, maior produtor do País, na safra 2006/07. Para a realização deste procedimento utilizou-se a Análise Envoltória de Dados (DEA), capaz de quantificar a eficiência produtiva das empresas que a constituem, de forma a auxiliar na detecção de ineficiências e fornecer parâmetros para se tornarem eficientes, caso dos benchmarkings. Os principais resultados encontrados foram que as usinas apresentam diferentes relações entre seus insumos - estoques, imobilizado e salários - e o produto - receita de vendas. Desta maneira, comparativamente às demais, seis revelaram-se eficientes tecnicamente, enquanto dez não utilizaram seus recursos da melhor maneira possível, sendo classificadas como ineficientes. No que diz respeito à eficiência de escala, a quantidade de empresas que soube identificar e atuar no ponto de custo médio mínimo foi de apenas quatro, o que revelou que doze não estavam operando com retornos constantes. Concluiu-se que as usinas que beneficiam cana e são eficientes estão agindo de forma mais racional do que as outras, alocando seus recursos e produzindo adequadamente, o que se refletiu em maior retorno financeiro, verificado pelos indicadores de desempenho, aliado a menores custos médios. Já as empresas ineficientes não agiram de forma a evitar desperdícios de insumos ou de atuar acima do ponto de custo médio mínimo.
