Resumo: Agro-livestock activities have great influence on the Espírito Santo State economy and on the population. However, the municipalities inputs´ heterogeneity and agro-livestock technology level should be better studied. Thus, this work investigated the relations between technical efficiency and the agro-livestock modernization rate in the municipalities in Espírito Santo State, in 2006. For this, it was divided into two stages, both using the official data from 2006 agro-livestock Census. At first, the Data Envelopment Analysis was performed to measure municipalities technical efficiency and scale under constant and varied returns and input guidance. With the Constant Returns Model - CCR, the Central, North Coast, and Northwest regions had a similar percentage of efficient municipalities (40%), while the State s Southern region had only 16.63%. From 78 analyzed counties frequency, only 31 had efficiencies higher than 0.95%. To Variables Return Model - BCC, the efficient frequency was 41, and the municipalities average efficiency, which was 77.92% with constant returns, increased to 83.22% with variable returns. With these results, it was found that 21 counties were operating under constant returns, i.e., the proportion of used inputs was in harmony with the production level. However, six municipalities were operating with increasing returns and 49 with decreasing ones. Still in the first step, the municipalities technical efficiencies determinants were analyzed, using the Tobit Regression with ten explanatory variables. The effectively cultivated area, the establishments percentage that had electricity, establishments percentage that used irrigation and investments value were not significant variables. Two variables were significant, but showed different value than expected: the establishments percentage that received technical guidance and establishments percentage that have pests and diseases control. Variables positively related to the municipalities efficiency were: the establishments proportion using fertilizers, establishments proportion that prepare and conserve the soil, funding amount per hectare of cultivated area, and literacy rate. The condition they have imposed on municipalities efficiency is related to the increase of their proportions and the technical efficiency increased. The second stage of this work was the Agro-livestock Modernization rate construction. We used the Factorial Analysis to gather the 22 indicators in seven explanatory factors, which were land use intensity, irrigated area, financing, capital-labor ratio, pests and diseases control, investments, and technical guidance. From these seven factors scores, we proceeded to Cluster Analysis, and five groups of homogeneous counties have been formed. The G5 group, consisting of Aracruz, Marataízes, Marechal Floriano, Santa Maria do Jetibá, and Venda Nova do Imigrante, had the highest modernization rate. The G1 group, made up of 37 municipalities, mostly in the State s Northern, had the lowest. After these two steps, it could be verified by the correlation by ranks that the rate of a municipality modernization is positively related to its technical efficiency measure. Finally, we suggest policies that take into account the State heterogeneity and potentialities in order to improve the municipalities efficiency.

Finally, we suggest policies that take into account the State heterogeneity and potentialities in order to improve the municipalities efficiency.As atividades agropecuárias exercem grande influência na economia e na população do estado do Espírito Santo, entretanto, a heterogeneidade dos municípios na utilização dos insumos e seu nível tecnológico agropecuário devem ser mais bem estudados. Assim, esse trabalho buscou analisar as relações entre a eficiência técnica e o índice de modernização da agropecuária dos municípios capixabas no ano de 2006. Para isso, ele foi dividido em duas etapas, ambas utilizando os dados oficiais do Censo Agropecuário 2006. Na primeira, foi realizada a Análise Envoltória de Dados para mensurar a eficiência técnica e de escala dos municípios sob retornos constantes e variados e orientação insumo. Com o Modelo de Retornos Constantes CCR, as regiões Central, Litoral Norte e Noroeste tiveram uma porcentagem semelhante de municípios eficientes (40%), enquanto a região Sul do estado teve apenas 16,63% de seus municípios eficientes. Se analisada a frequência, dos 78 municípios apenas 31 tiveram eficiência superior a 0,95%. Para o Modelo de Retornos Variáveis BCC, a frequência de eficientes foi de 41, e a eficiência média dos municípios, que era de 77,92% com retornos constantes, aumentou para 83,22% com retornos variáveis. De posse desses resultados, verificou-se que 21 municípios estavam operando com retornos constantes, ou seja, a proporção de insumos utilizados estava em harmonia com o nível de produção. Porém, seis municípios estavam operando com retornos crescentes e 49 com decrescentes. Ainda na primeira etapa, passou-se à análise dos condicionantes das eficiências técnicas dos municípios utilizando a Regressão Tobit com dez variáveis explicativas. As variáveis área efetivamente cultivada, percentagem de estabelecimentos que possuíam eletricidade, percentagem de estabelecimentos que utilizaram irrigação e valor dos investimentos não foram significativas. Duas variáveis foram significativas, porém apresentaram valor diferente do esperado: percentagem de estabelecimentos que receberam orientação técnica e percentagem de estabelecimentos que fizeram controle de pragas e doenças. As variáveis que se relacionaram positivamente com a eficiência dos municípios foram: proporção dos estabelecimentos que utilizam adubos, proporção dos estabelecimentos que preparam e conservam o solo, valor dos financiamentos por hectare de área cultivada e taxa de alfabetização. A condição que elas impuseram à eficiência dos municípios está relacionada com o aumento de suas proporções e o aumento da eficiência técnica. A segunda etapa deste trabalho foi a construção do Índice de Modernização da Agropecuária. Utilizou-se a Análise Fatorial para reunir os 22 indicadores em 7 fatores explicativos, que foram: intensidade do uso da terra, área irrigada, financiamentos, relação capital/trabalho, controle de pragas e doenças, investimentos e orientação técnica. A partir dos escores desses 7 fatores, procedeu-se à Análise de Agrupamento, tendo-se formado 5 grupos de municípios homogêneos. O grupo G5, constituído por Aracruz, Marataízes, Marechal Floriano, Santa Maria do Jetibá e Venda Nova do Imigrante, obteve o maior índice de modernização. E o grupo G1, formado por 37 municípios, a maioria no norte do estado, teve o mais baixo. Após essas duas etapas, pôde-se verificar, pela correlação por postos, que o índice de modernização de um município está positivamente relacionado com sua medida de eficiência técnica.
