This research was carried out to analyze the trajectory and implications from creation and maintenance of the task of the public entrepreneur (PE) for public administration of the State of Minas Gerais - Brazil. This analysis is part of an emerging field of study in the field of public administration in Brazil, that is the field of entrepreneurship in the public sector. Therefore, different techniques of data collection were associated with model Skowronek, as allowing to explain the emergence of new institutional arrangements through assumptions established by rational choice theory. Thus, researching the incorporation of the entrepreneurship in the public sector of the Government of Minas Gerais turned possible to understand the following three important aspects in the quotidian of the Public Administration: 1) the implications of the law delegated in relation to tripartition of the State power; 2) the possibility for establishing formal criteria to select commissioned tasks, as well as empower them to an entrepreneurial orientation in the bureaucratic structure of the State; 3) the creation and maintenance of the public entrepreneur‟ task is an empirical evidence of the incorporation of the entrepreneurship concept in the public sector. Based on the model adopted, it is concluded the PE task can be conceived under two perspectives. First, it means a real attempt to institutionalize the entrepreneurial public management in order to ensure flexibility and the results established in governmental planning of this State-member. Second, it means the adoption of the centralized management marked by minimization of conflicts in the state apparatus and sustained on the management model of the new public administration, which reveals the contemporariness of the notion that is traditionally known as bureaucratic insulation in the entrepreneurship context of the public sector.
