Within a system of innovation, the promotion of economic development requires the coordinated action of multiple and diverse actors such as government, the production structure and the science and technology infrastructure. The university in this process has the objective to capitalize the scientific and technological knowledge generated in its scope. Thus, considering that knowledge has become the center of the new economic structures, this research proposed guidelines for creation a Technological Innovation Agency as an important interface of this new model of university. An overview of the aspects that point the innovation as the driving force behind economic development of a country was made. Then, a review of the context of creation the Brazilian s universities was done, placing the UFV as an university that since its creation has been innovative. Directions to creation this Agency was proposed. But first, a case study in the Food Technology Department (DTA) was done and it was possible to identify all the scientific and technological potential of it. Thus, using the method of action research which involved data collecting through semi-structured interviews, focus groups, benchmarking and search document guidelines were proposed that will allow the UFV create a Technology Innovation Agency that initially would be supported with the capability of DTA to start its operation. The establishment of this Agency will allow UFV identify projects with economic potential, without interfering with academic freedom; create a mechanism for transfer scientific knowledge that would enable a better interaction with the business sector; find strategic partners; negotiate agreements, to provide funds for the further research and development and, finally, realize its potential.
