This research sought to develop public policy analysis from the structure of the policy cycle, taking as object of the study the housing program developed by the State of Minas Gerais. The research also aims to describe and analyze the processes of perception of problems, agenda setting, formulation, implementation and the systems of monitoring and evaluation of Lares Habitação Popular Program in Minas Gerais, as well as their results. The period of analysis is concentrated between the years 2003 and 2013, marked by the return of the housing issue, both at the national and state levels. For the research development were made seventeen interviews with state managers, representatives of the social movements and managers of the municipalities that participated in the program, and the application of three hundred forty-seven questionnaires to final beneficiaries. Both municipal managers how the final beneficiaries are from the municipalities of Zona da Mata, a region of Minas Gerais State. Furthermore, documents, reports and the legislation from the program were consulted. For the analysis, we resorted to the Content Analysis and Exploratory Data Analysis. It is noteworthy that the focus of the housing policy of the State of Minas Gerais concentrates in the housing provision through the Lares Habitação Popular Program. The agenda-setting analysis shows there is a conflict between three interest groups: social movements, municipalities and state government; so that the state government opinion is stronger to define the agenda. This perception is noted in the program design, in which there was little participation of members of civil society. The implementation is characterized by top-down model, focused on the Housing Company of the State of Minas Gerais (COHAB-MG), which is the manager of the program. The State have a monitoring computerized system, which controls since specific processes to yearly monitoring, through indicators of physical and financial targets. On the other hand, the system of the program evaluation is still poorly developed for the measure of the results, impacts and effects. Although some complaints, in general the beneficiaries are satisfied with the program. The main problems are the local infrastructure and some critical points with the house built, how as the roof quality, size of the kitchen and the service area. Respondents point out that other types of housing programs should be promoted by the state, as an housing reform program and land donation. Furthermore, these programs should incorporated popular participation and social work with the new communities. This study promote an expanding of the frontiers of knowledge at the public policy field, especially on the Policy Cycle approach. It is hoped that these analysis could serve for improvements at the Lares Habitação Popular Program and then impact positively at the life quality of the population benefited.
