Resumo: This work is a reflection on the perspectives of social inclusion of the individual with disabilities in the labor market. The way such individual perceives the process of social inclusion in the family and in his/her relations with the work force was discussed, as well as his/her perceptions, expectations and fears of such process. The idea for this research resulted from my professional practice as Social Worker at the Parents and Friends of the Exceptional Child Association in Ubá-MG, where I have been faced with situations of conflict lived by individuals with special needs in their pursuing of employment. The underlying questions concerning this work could be construed as follows: how to guarantee access to work opportunities for the handicapped in a characteristically excluding and highly selective work force, especially considering the existing structural unemployment? Are the educational institutions preparing their students to cope with the adversities of such a selective and competitive labor force? Are the handicapped prepared to becoming aware of their role of agents of their own inclusion? Are families involved in this process so that it could yield personal, professional, and financial gains? Are families aware of the role they should play in this process as contributors for the construction of a less unequal society? These questions are justified based on the fact that the feelings and expectations of the handicapped concerning job opportunities are fundamental elements in helping them fully live their process of social inclusion in the family and at the workplace. In methodological terms, APAE/Rural, located in Ubá, Zona da Mata-MG was selected as place of study because a Program for Preparation and Work Force Placement for the Handicapped was being developed at this institution. The population studied was characterized by students with special needs enrolled in the profession-oriented course offered by the APAE/Rural and who are in the labor force, either as apprentices, workers, or participants through the Work Placement Program, totaling 23 persons. The Ecosystemic Theory and the Theoretical Model of Resources Management of Deacon and Firebaugh were used in this research to give support to the work, institutiona l, social and family relations analysis. The methodology applied was the qualitative approach with data collection and construction technique being based initially on the analysis of the students files and later, on interviews. The semi-structured interviews were conducted at the institution and some over the homes of the handicapped. This study showed that individuals with special needs are given simple tasks, without any greater concern with the type of activity and his/her professional qualification. The process of integration is very much present, through which they are given the right of participating in society and adapting to the activities chosen by employers and coordinators of the Work Market Placement Program without any concern for their skills and under the pressure of overcoming their own deficiencies. Social inclusion in the work force for such persons seems to be an idealization, in which they see themselves through the expectations offered by the current jobs and trainings. As they experience their relations, the individual with disabilities sees himself/herself through the mutual, simultaneous, and recurring interactions established between the trainee and the work environment, as well as through the dynamics between the other individuals involved in this process and their organizations. The fact that they learn how to deal with the ir own limitations and with others makes them acquire a more responsible behavior, contributing to a change in family, institutional, professional, and social behavior. The results allow concluding that APAE/Rural handicapped are experiencing a process of social interaction without, however, being prepared to play their roles in society.

Discutiu-se como a pessoa com deficiência percebe o processo de inclusão social na família e em suas relações com o mercado de trabalho, analisando suas percepções, expectativas e angústias diante deste processo. A idéia da pesquisa surgiu de minha prática profissional em Serviço Social na Associação de Pais e Amigos dos Excepcionais de Ubá-MG, onde venho me deparando com situações de conflito vivenciadas pelas pessoas deficientes em relação à sua inserção no mercado de trabalho. As questões que nortearam este trabalho puderam ser construídas a partir das seguintes indagações: como garantir a inclusão das pessoas com deficiência no mercado de trabalho, que é, em si, excludente e altamente seletivo, principalmente considerando o desemprego estrutural em que se vive? As instituições formadoras estão preparando seus educandos para enfrentarem as adversidades de um mercado de trabalho tão seletivo e competitivo? Estão sendo formados cidadãos que realmente se sintam sujeitos de seus próprios processos de inclusão? As famílias estão engajadas nesse movimento, que deveria resultar em ganhos afetivos, laborais e financeiros? As famílias são sabedoras de seu papel como interlocutoras desta causa, que contribuirá para a construção de uma sociedade menos desigual? A justificativa da busca desse conhecimento baseia-se no fato de que os sentimentos e as expectativas da pessoa com deficiência em relação ao processo de inclusão no mercado de trabalho são elementos fundamentais para que ela possa viver plenamente o processo de sua inclusão social na família e no trabalho. Em termos metodológicos, selecionou-se como local de estudo a APAE/Rural, localizada na cidade de Ubá, região da Zona da Mata mineira, por estar sendo desenvolvido nessa instituição um Programa de Preparação e Colocação no Mercado de Trabalho de pessoas com deficiência. A população foi caracterizada por alunos matriculados no Centro Profissionalizante da APAE/Rural e que estão inseridos no mercado de trabalho, seja como aprendizes, funcionários ou como participantes, por meio do Programa de Colocação no Mercado de Trabalho, totalizando 23 pessoas com deficiência. Para realização desta pesquisa foram utilizados a Teoria Ecossistêmica e o modelo Teórico de Administração de Recursos de Deacon e Firebaugh, que serviram como fonte de apoio no processo de análise das relações laborais, institucionais, sociais e familiares. A metodologia utilizada foi a abordagem qualitativa, tendo a técnica de coleta e construção de dados se pautado, em um primeiro momento, na análise dos prontuários dos alunos e, em um segundo momento, em entrevistas com as pessoas deficientes. As entrevistas, fundamentadas em um roteiro semi-estruturado, foram realizadas com alguns na própria instituição e com outros, em suas residências. Por meio deste estudo, pôde-se observar que as pessoas com deficiência são colocadas em tarefas simples, não havendo uma preocupação maior em relação à atividade e ao preparo quanto à sua qualificação profissional. Ainda vive-se o processo de integração, no qual elas possuem apenas o direito de estar na sociedade, adaptando-se ao exercício de atividades que são escolhidas pelos empregadores e coordenadores de Programas de Colocação no Mercado de Trabalho, não valorizando suas habilidades e cabendo às pessoas com deficiência a tarefa de superação de suas deficiências. O paradigma da inclusão social no mercado de trabalho para essas pessoas apresenta-se como uma idealização, em que elas se vêem através das expectativas que os atuais empregos e estágios fornecem. Os indivíduos deficientes, ao vivenciarem suas relações, se reconhecem nas interações mútuas, simultâneas e recorrentes que são estabelecidas entre o aprendiz e o meio, como também no dinamismo entre os demais indivíduos envolvidos nesse processo e suas organizações. O fato de as pessoas com deficiência aprenderem a lidar com suas limitações e com o outro faz com que elas adquiram comportamento mais responsável, contribuindo, assim, para mudança de comportamento no ambiente familiar, institucional, laboral e social.
