The aim of this study was to assess the ability of technological innovation on the part of foreign capital which migrated to Brazil in the form of foreign direct investment to the telecommunications industry. We tried to identify whether that capital migrated to the country in order to intensify and spread the investment in technology development, or aimed to explore a growing new market. For the determination of this capacity for technological innovation, we created an index called the index of innovative capacity through PINTEC microdata, produced by IBGE. It was found that there is no clear distinction between domestic or foreign companies in relation to the intensity of technological innovation due to the index of the two were very close. Of all the companies that comprise the sector, only a national company had a 100% rate of technological innovation, while among the largest foreign company reported a rate of 83%. Additionally, the number of companies that had an index above 50% was very close for both domestic and multinationals. It was concluded that privatization of the telecommunications sector was positive for the economy to increase competitiveness and bring foreign capital flows into the country, which has increased competition in an industry totally dominated by the state s enterprises, but the privatization model is totally questionable when analyzing the results in terms of technological innovation. In an industry where the innovation is vital to the competitiveness of other sectors, especially industry, shows that technology investments by the multinationals do not have big difference when compared with the national. One wonders, therefore, the effectiveness of the sale of domestic companies to foreign groups.
