Por meio do estudo do multilateralismo e do regionalismo, a pesquisa contribui para a compreensão de regimes internacionais voltados para o comércio e a governança econômica e, particularmente, lança luzes sobre o modelo institucional que atualmente provê as bases para o crescimento do comércio internacional. Por um lado, esta tese avalia os fatores sob o quais os blocos regionais prejudicam o fortalecimento e a evolução do regime multilateral de comércio articulado pela Organização Mundial do Comércio. Por outro, avalia os fatores sob os quais a existência de esquemas preferenciais de comércio promove o multilateralismo. Esta tese analisa o antagonismo e a complementaridade dos blocos regionais em relação ao sistema multilateral por meio de duas abordagens distintas: o conteúdo dos regimes (a estática da interação) e o processo negociador (a dinâmica da interação). Num balanço de todos os fatores relevantes, conclui-se que a interação entre os blocos comerciais e o regime multilateral de comércio gera antagonismo o curto prazo, mas sugere a complementaridade no médio prazo. Esta tese conclui, assim, que a complementaridade e o antagonismo coexistem na interação entre regionalismo e multilateralismo. O vetor do antagonismo parece preponderante no curto prazo, uma vez que, em termos gerais, tanto a estática quanto a dinâmica das interações entre regionalismo e multilateralismo prejudicam o funcionamento e a evolução do regime multilateral de comércio. Ao mesmo temo, a complementaridade se apresenta como uma promessa de médio prazo, tendo em vista que os fatores relacionados a esse vetor estão basicamente limitados à contribuição positiva que os blocos podem prestar à facilitação das negociações multilaterais. Dessa forma, os fatores de complementaridade alcançam o instrumento, ou seja, o processo negociador, mas são suficientes, de maneira isolada, para garantir um regime multilateral de comércio fortalecido como resultado. ___________________________________________________________________________________ ABSTRACTThis Ph.D. dissertation addresses the complex institutional framework of international trade, which today is characterized by the simultaneous evolution of both the multilateral trading system and the regional integration processes. By studying the multilateralism and the regionalism, this research advances the understanding of international regimes concerned with trade and economic governance and, particularly, it sheds light on the institutional model which today lays the foundations for the growth of international trade. On the one hand, this dissertation evaluates the factors that make regional blocs a hindrance to the strengthening and evolution of the multilateral trading system embodied in the World Trade Organization. On the other, it assesses the factors under which the existence of preferential trade schemes helps multilateralism. This dissertation analyses the antagonism and complementarity of regional blocs towards the multilateral system through two different approaches: the content of the regimes (the statics of the interaction) and the negotiating processes (the dynamics of the interaction). In a balance of all relevant factors, this work came to the conclusion that the interaction between trade blocs and the multilateral trading regime creates antagonism in the short run, but it is conducive to complementarity in the medium term. Thus, this dissertation concludes that complementarity and antagonism coexist in the interaction of trade regionalism and multilateralism. The vector of antagonism seems stronger in the short run, since, in general terms, both the statics and the dynamics of the interactions between regionalism and multilateralism hinder the working and evolution of the multilateral trade regime. At the same time, complementarity presents itself as a medium-term promise, as factors related to this vector are basically limited to the positive role blocs may play in the facilitation of multilateral negotiations.
