In 1999, was released by the government of Bahia the Ribeira Azul program aiming to control poverty in the area of the railroad suburb of Salvador. The program followed an international movement to combat urban poverty that led to the creation of the Cities Alliance and the signing of an agreement for international financial cooperation, involving the Government of Bahia, the World Bank, the Ministry of Foreign Affairs of Italy and Avsi (NGOs international). The project was named Project of Technical Support and Social Committee (PATS), an integrated approach to urban development and slum upgrading. This dissertation aims to analyze the role of international cooperation in promoting the development of suburban rail Salvador through the experience of Ribeira Azul Program. The study contains observations about international cooperation, that is defined as an instrument of international relations by famous actors from different countries, involving humanitarian aid, grants, loans, technical assistance, exchange of techniques, technologies and knowledge, or the conduct of activities and research joint. From the context of the object of study and a historical perspective, we seek to compare the different views on cooperation for development. After this course analyzes the international cooperation of Brazil and the role of NGOs in development cooperation. Strictly, presents the results of the Ribeira Azul / PATS (2001-2006). The analysis of the sources and comparison with the literature to conclude that the local development supported by international cooperation was influenced by sociopolitical and cultural transformations. Given its importance in the current scenario, the study on international cooperation in the contemporary world shall open the acess to the understand the mechanisms used by international organizations, governmental and non governmental organizations and countries to support development.
