Resumo: The present research was intended to make an analysis about the conception of school management that has been defended by the researchers of Work Group (GT) 05 - State and Educational Policy of the National Association of Post-Graduation and Research in Education - ANPEd as well as of the categories decentralization, participation and autonomy. We aimed to analyze to what extent the researchers have been considered the historic facts to analyze the policies of school management or if they analyze it form an intern perspective. The survey is divided in two chapters, the first entitled as “Liberalism, State and Basic Education Reformation: elements to School Management reformation”, in which we analyze about the ideological preconditions of Liberalism and/or Neoliberalism that sustain the State Reformation and further the Education one, searching to comprehend the differences between the old and the new liberalism and its propositions to changes in the acting and management of the State that reflected directly within the social policies, whom education belongs. Afterward we analyzed the period of Government of Fernando Henrique Cardoso, since 1995, in order to comprehend the changes that happened in the State due to the recommendations and orientations of the International Organisms for the debtors and outlying States. In front of these modifications in the State’s acting, it is necessary to analyze the basic education reformation, since it is intrinsically articulated with the new economic and politic context that sets up worldwide. In face of the context that is outlined, the basic education has a fundamental role to form citizens qualified to the new demands of the capitalism in its global phase, and for this, the reformers reiterated the need of reforming the education in line of the State’s reform. Thus changes reflected in the forms of the school’s organization and management, being re-signified the decentralization, participation and autonomy categories, incurring in drastic changes to the brazilian educational reality. The second chapter entitled “The School Management: analysis of GT 05 – State and Educational Policy – ANPEd” aims to analyze the articles published in ANPEd in the period from 2000 to 2013 that focus on school management, involving a total of 24 selected works. Analyzing the articles we aimed to comprehend from which perspective the researchers have analyzed school management. In the case of a research like “State of Knowledge”, it enabled us to realize the difficulties, the limits and the gaps about the issue of school management, as well as envision the focus, the theorists and the methods most used by the researchers, not only in brazilian State, but also in the international one, giving us a large view about the studies made on school management. We emphasize the importance of analyzing the studies published in ANPEd, since they have contributed significantly to the surveys, debates and researches about Education with their scientific reunions, and also an important subsidy to assist the society’s demands on educational policies.

Buscamos analisar em que medida os pesquisadores têm considerado os fatores históricos para analisar as políticas de gestão educacional. O estudo está dividido em dois capítulos, no primeiro, intitulado “Liberalismo, Reforma do Estado e da Educação Básica: elementos para a reforma da Gestão Educacional”, analisamos acerca dos pressupostos ideológicos do Neoliberalismo que sustentam a Reforma do Estado e, por conseguinte, da Educação, buscando compreender as diferenças entre o velho e o novo liberalismo e suas proposições para as mudanças na atuação e gestão do Estado que refletiram diretamente no âmbito das políticas sociais a qual a educação é pertencente. Em seguida, analisamos o período do Governo de Fernando Henrique Cardoso, a partir de 1995, com o intuito de compreender as mudanças que ocorreram no Estado devido às recomendações e orientações dos Organismos Internacionais para os Estados devedores e periféricos. Diante dessas modificações na atuação do Estado, faz-se necessário analisar a reforma da educação básica, já que está intrinsicamente articulada com o novo contexto econômico e político que se instaura mundialmente. Diante do contexto que se delineia, a educação básica tem papel fundamental para formar cidadãos habilitados para as novas demandas do capitalismo na sua fase mundial, para isso, os reformadores reiteravam a necessidade de reformar a educação aos moldes da reforma do Estado. Tais mudanças refletiram na forma de organização e gestão da escola, sendo, nesse período, ressignificadas as categorias descentralização, participação e autonomia incorrendo em mudanças drásticas para a realidade educacional brasileira. O segundo capítulo, intitulado “A Gestão Educacional: a análise da produção do GT 05 – Estado e Política Educacional – ANPEd”, tem por objetivo analisar os artigos publicados na ANPEd no período de 2000 a 2013 que tratam da gestão educacional, totalizando em 24 trabalhos selecionados. Ao analisar os artigos, buscamos compreender a partir de qual perspectiva os pesquisadores têm analisado a gestão educacional. Tratando-se de uma pesquisa do tipo “Estado do Conhecimento” nos possibilitou perceber as dificuldades, os limites e as lacunas sobre a temática da gestão educacional, bem como visualizar o enfoque, os teóricos e as metodologias mais utilizadas pelos pesquisadores não apenas do Estado brasileiro, mas também internacional dando-nos uma visão ampla sobre os estudos realizados sobre a gestão educacional.
