Resumo: It is impossible to imagine the coexistence of people going hungry and the waste of food. Worldwide, millions of people are affected by this scourge. If food waste were a country, it would be in third place in greenhouse gas emissions. Therefore, the investigation has a bias in the waste of food, a factor that impacts the question of the lack of these, greater than necessary production and the environment. The study was carried out at the Secretariat of Education of the municipality of Presidente Bernardes, in the interior of the State of São Paulo. The work is divided into two chapters that culminated in articles. The first session shows that it is possible to generate cost indicators and water footprint for food waste to promote decision-making and awareness, in addition to being able to motivate public policies and more effective inspection of resources. With regard to the target audience, elementary school students in public schools, a contingent of about fifteen million students are served daily through the Federal Government's school feeding programs, in addition to being a fertile field for desirable transformation of society from these, as they are individuals from seven to fifteen years of age, likely to be multipliers of the urgency of the subject. To achieve the objectives of this first phase, methodologies of documentary analysis of the data provided, observation of the practices of meal management and quantitative approach for the generation of indicators were used. It is possible to calculate the cost of food, simulate spending on waste and infer the amount of the water footprint of the food offered. Then, in the second part, the purpose of the investigation was to produce indicators of cost and waste in school meals for elementary school students, as well as to fund and identify the virtual water used in this food. Thus, this phase was developed through the construction of a system designed in Microsoft Access. The approach used to achieve this goal was applied research. Thus, the SIGA-ME system - Applied System of Management Information - School Lunch was born. The result was the availability of a duly parameterized tool to the City Hall. The database includes entries for the movement of inventories for the twenty days of March 2020. The researcher registered the application at the National Institute of Intellectual Property - INPI. In general, the results of this exploration show a pioneering attempt to present a management methodology and tool that makes it possible to manage school meals in a systemic way, seeking to avoid and reduce waste and demonstrating environmental impacts.

No mundo, milhões de pessoas são afetadas por esse flagelo. Se o desperdício de alimentos fosse um país, estaria na terceira colocação em emissão dos gases do efeito estufa. Assim sendo, a investigação deste trabalho versa sobre o desperdício de alimentos e sobre sua a pegada hídrica, fatores que impactam a questão da falta de alimentos, gerando produção maior que a necessária e impactos no meio ambiente. O estudo foi realizado na Secretaria de Educação do município de Presidente Bernardes, interior do Estado de São Paulo. O trabalho está dividido em dois capítulos que culminaram em artigos. A primeira sessão apresenta que é possível gerar indicadores de custo e de pegada hídrica do desperdício dos alimentos, para propiciar tomadas de decisão e sensibilização de toda comunidade, além de demonstrar que esses indicadores podem impulsionar políticas públicas e uma fiscalização mais eficaz dos recursos. No que diz respeito ao público-alvo, que consiste em educandos do ensino fundamental em escolas públicas, um contingente de cerca de quinze milhões de alunos são atendidos, diariamente, por meio dos programas de alimentação escolar do Governo Federal. Trata-se de uma seara fértil para a desejável transformação da sociedade a partir dos educandos que a compoõem, pois são indivíduos de sete a quinze anos de idade, passíveis de se tornarem multiplicadores da urgência do assunto. Para dar cabo dos objetivos dessa primeira fase, foram utilizadas metodologias de análise documental dos dados fornecidos, observação das práticas da gestão da merenda e a abordagem quantitativa para a geração de indicadores, o que tornou possível calcular os custos da alimentação, simular gastos com desperdício e inferir a monta da pegada hídrica dos alimentos oferecidos. Na segunda parte, buscou-se produzir indicadores de custo e de desperdício a partir de dados sobre a alimentação escolar oferecida aos alunos do ensino fundamental, bem como levantar os custos e identificar a água virtual utilizada para esta alimentação. Essa fase, em especial, foi realizada por meio da construção de um sistema desenhado em Microsoft Access. A abordagem empregada para esse objetivo foi a de pesquisa aplicada. Desse modo nasceu o sistema SIGA-ME – Sistema de Informação Gerencial Aplicado – Merenda Escolar. O resultado foi a disponibilização, para a Prefeitura Presidente Bernardes, de uma ferramenta devidamente parametrizada. A base de dados conta com lançamentos de movimentação de estoques referentes a vinte dias do mês de março de 2020. Foi realizado o registro da aplicação no Instituto Nacional da Propriedade Intelectual – INPI. De modo geral, os resultados desta discussão apresentam uma tentativa pioneira em fornecer uma metodologia e uma ferramenta de gestão que possibilite gerenciar a merenda escolar de forma sistêmica, buscando evitar e/ou diminuir desperdícios, além de buscar sensibilizar pelos impactos ambientais gerados.
