Resumo: This research seeks to analyze the passage of modern urban planning design for contemporary in the city of Goiania, from the study of two neighborhoods, Bueno and Bela Vista, located in the southern city. These two neighborhoods have their origins linked to the modern design of creation of city of Goiania, which became the state capital of Goiás, in the 1930s, representing regionally the political and economic transformations in the state of Goiás. The initial design of Goiânia was done in the 1930s by the architect and urban planner Attílio Corrêa Lima and the engineer Armando Augusto de Godoy, the latter inspired by the american and english garden cities, with striking modern features, which would be softly reflected in the neighborhoods Bueno and Bela Vista: the first, designed in 1951 by Werner Sonnemberg, an agronomist who had contacted with Armando Godoy, and the second made by the state government for the urbanization of irregular settlements on the banks of the Botafogo stream made by the german topographer Edwaldo Janssen. Other three master plans were designed to Goiania, in the twentieth century. Two had characteristics modernists: one designed by the architect Luis Saia (1960) and one designed by architect Jorge Wilhelm (1970). The third plan, PDIG 1992, already incorporated the principles resulting from the changes occurring in the 1980s in Brazil, due to the Brazilian re-democratization period, when new socioeconomic demands contributed to the development of the 1988 Constitution and the Statute of the City, in 2001, whose principles turned to urban planning focused on fulfilling the social function of property from the legal and urban planning instruments. In Goiania, the PDIG 1992, inspired by the strategic planning, represented a new time of urban planning, incorporating some of the instruments established by the Constitution of 1988. The created land had intensive used after the zoning of 1994, consolidating the transformation of the neighborhoods Bueno and Bela Vista, which had begun to upright in the late 1980s, due to the pressures of real state and infrastructure improvements promoted by the city in the late 1970s. In 2007, another master plan was made for the city, incorporating urban policy instruments of the City Statute and based on strategic planning. In addition to instruments, new issues were highlighted in the plan as environmental issues and socio-cultural, but with the continuing use of potentiation of the coefficient of soil in some areas, including the neighborhoods studied. Thus, the research sought to demonstrate how was the transition from modern urban planning to the contemporary urban planning in the city of Goiania and its implications for the neighborhoods Bueno and Bela Vista, considering the last two master plans prepared for the city

Estes dois setores têm suas origens vinculadas ao projeto moderno da criação da cidade de Goiânia, que passou a ser a capital estadual de Goiás, na década de 1930, representando regionalmente as transformações políticas e econômicas nacionais no território goiano. O projeto inicial de Goiânia é feito na década de 1930, pelo arquiteto e urbanista Attílio Corrêa Lima e pelo engenheiro Armando Augusto de Godoy, este último inspirado nas cidades-jardins inglesas e americanas, com marcantes características modernas, que vão ter reflexos nos projetos do Setor Bueno e do Setor Bela Vista: o primeiro feito em 1951 por Werner Sonnemberg, engenheiro agrônomo que teve contato com Armando de Godoy, e o segundo feito pelo governo estadual para a urbanização de ocupação irregular às margens do Córrego Botafogo feito pelo topógrafo alemão Edwald Janssen. Dos outros três planos urbanos elaborados para Goiânia, no século XX, dois apresentavam características modernistas: o do arquiteto Luis Saia (1960) e o do arquiteto Jorge Wilheim (1970). O terceiro plano, o PDIG de 1992, já incorporava princípios resultantes da transformações ocorridas na década de 1980, no Brasil, devido ao período de redemocratização brasileira, quando novas demandas socioeconômicas contribuíram com a elaboração da Constituição Federal de 1988 e do Estatuto da Cidade, em 2001, cujos princípios voltavam-se para o planejamento urbano focado no cumprimento da função social da propriedade a partir de instrumentos jurídico-urbanísticos. Em Goiânia, o PDIG de 1992, inspirado no planejamento estratégico, representou um novo momento do planejamento urbano, incorporando alguns instrumentos instituídos pela Constituição Federal de 1988. O solo criado veio ser utilizado após o Zoneamento de 1994, consolidando a transformação dos Setores Bueno e Bela Vista, que tinham começado a se verticalizar no fim da década de 1980, devido às pressões do setor imobiliário e às melhorias na infraestrutura dos bairros, promovidas pela prefeitura, no fim da década de 1970. Em 2007, foi feito mais um plano diretor para a cidade, incorporando à política urbana os instrumentos do Estatuto da Cidade e baseando-se no planejamento estratégico. Além dos instrumentos, novas questões foram evidenciadas no plano como as questões ambientais e as de âmbito sócio-cultural, porém com a permanência da utilização da potencialização do coeficiente de aproveitamento solo para algumas áreas, entre elas os bairros estudados.
