Resumo: Our 1988 Federal Constitution, its objectives and fundamental rights, a social reality that is marred by inequality and poverty and social public policies as instruments for the maximum constitutional realization form the pillars of this paper. In the course followed by this Political Letter in search of a free, fair and solidary society, in the context of a democratic process that is being consolidated in Brazil, the programs that provide citizens with a minimum income have been regarded as a strong ally in fighting its historical social inequality, highlighting the much needed articulation of this democratic process with the tensions derived from the relation between the state and the society, political involvement, market and distributive fairness. In face of this realization, the Bolsa Familia Program, in special, is evaluated taking into account its surroundings as to its design and implementation, as well as the obstacles met along the way and the changes it has undergone in its six years in order to reach its initial objectives, i.e., to eradicate hunger and to change the poverty existing in the country. Therefore, we identify traits that characterize it, consolidating itself as an innovative social policy that extends citizenship and, on the other hand, the perspectives of those who consider it another policy that only maintains the conservative political practices. Highlighting the conditionals of the program in view of the target population and the parallel created between the constitutional universalization of social rights and the focus that characterizes this policy. Figures that show the economical development of the country since the creation of the Bolsa Familia are analyzed, with a focus on the Technical Notes published by the IPEA in the years 2006 and 2010 aiming to show the behavior of the inequality in the income in Brazil from the 70s, having as a support, the Gini Coefficient. In this approach, a few variables that influence the income distribution in the country, among them, education inequality and race/gender. Finally, we take a look at the principles of human dignity, social solidarity and social justice whose respect is closely related to the global priorities of poverty reduction and sustainable development.

No caminho perseguido por essa Carta Política em busca de uma sociedade livre, justa e solidária, no contexto do processo democrático que vem consolidando-se no Brasil, os programas de transferência de renda mínima têm sido considerados fortes aliados no combate a sua histórica desigualdade social, destacando-se a necessária articulação desse processo democrático com as tensões decorrentes das relações Estado e sociedade, participação política, mercado e justiça distributiva. Diante dessa constatação, o Programa Bolsa Família, em especial, é analisado considerando-se o seu entorno quanto à elaboração e implementação, bem como, quanto aos obstáculos encontrados e às mudanças que sofreu ao longo desses seis anos para alcançar o fim para o qual fora criado, qual seja, a erradicação da fome e a reversão do quadro de pobreza do país. Identificam-se fatores que o caracterizam, consolidando-o como uma política social inovadora de expansão da cidadania e, por outro lado, as perspectivas daqueles que o consideram como uma política que apenas continua práticas políticas conservadoras. Em destaque, as condicionalidades do programa com vistas à cobertura da população alvo e o paralelo traçado entre a constitucional universalização dos direitos sociais e a focalização que caracteriza essa política. São analisados números que demonstram o crescimento econômico do país, a partir do Bolsa Família. Em foco, as Notas Técnicas publicadas pelo IPEA nos anos de 2006 e 2010 no intuito de demonstrar o comportamento da desigualdade de renda no Brasil, a partir da década de 70, com respaldo no Coeficiente de Gini. Nessa abordagem, são consideradas algumas variáveis que influenciam na distribuição de renda no país, dentre elas desigualdade educacional e raça/gênero.
