Resumo: The activity of oil refining in the country, to Oil & Natural Gas Industry - IPGN receives prominence on the national scene with the decentralization of Petrobras investments, resulting in the expansion of the country's refining capacity by building new refineries. The Abreu e Lima Refinery, currently being installed in the State of Pernambuco, Brazil, derived from these investments and generates effects that spill over its supply chain. The metal-mechanic industry in Pernambuco, despite its historical tradition, does not have expertise in working with IPGN, requiring rapid restructuring to take advantage of opportunities arising from developments like this. Thus, the objective of this research is to analyze the competitiveness of companies in the metal-mechanic industry of Pernambuco in accordance with the needs of goods and services of the Abreu e Lima Refinery. Thus, we identified the main concepts and competitiveness indicators to analyze the opportunities, threats, strengths and weaknesses - SWOT - the sector and the companies that comprise the metal-mechanic. Regarding the results, it was found that, despite economic growth rates of the state and increasing the representation of the metal-mechanic sector, low competitiveness of Pernambuco in the metal-mechanic industry is an impediment to act as potential Refinery Abreu e Lima. It also concludes that it is possible to reduce this deficiency act with overall performance through the transfer of experiences.

A Refinaria Abreu e Lima, em instalação no Estado de Pernambuco, Brasil, deriva destes investimentos e gera efeitos que transbordam sua cadeia produtiva. A indústria metal-mecânica pernambucana, apesar de sua tradição histórica, não possui know-how em atuar com a IPGN, necessitando de rápida reestruturação para o aproveitamento das oportunidades advindas de empreendimentos como este. Desta forma, o objetivo desta pesquisa é analisar a competitividade das empresas da indústria metal-mecânica de Pernambuco de acordo com as necessidades de bens e serviços da Refinaria Abreu e Lima. Para tanto, foram identificados os principais conceitos e indicadores de competitividade para analisar as oportunidades ameaças, forças e fraquezas – SWOT – do setor e das empresas que compõem o complexo metal-mecânico. No tocante aos resultados, verificou-se que, apesar das taxas de crescimento econômico do estado e do aumento da representatividade do setor metal-mecânico, a baixa competitividade das empresas pernambucanas da indústria metal-mecânica é impeditiva para que atuem como potenciais subfornecedoras da Refinaria Abreu e Lima.
