Under the law, the status of older persons, the national policy for the elderly, the National Health Policy for the elderly, among other rules and laws provide that long-stay institutions for Elderly offer facilities in conditions of habitability, hygiene, health, safety and accessibility to all persons aged 60 years or more, with difficulties or not. Establish the need to meet the demands of health care, food, hygiene, rest and recreation of its users, in order to promote health, autonomy, independence and physical, psychological and social well-being of its users. However, studies show that the organisation and functioning of such institutions in other States of the country, particularly in the city of Recife and in the metropolitan region, present conditions that limit the effectiveness of the right of the elderly to the care of your demands and needs, as it ensures the legislation in force. In order to understand the interpretations, ideas, visions, concepts, that elderly people have about the problem in question, this study aims to understand the social representations of users of long-stay institutions of the network to provide services of the Recife metropolitan region and about the factors that can affect the quality of the products and services in these institutions. This way, the study is characterized as PN and approach to typology, case study. If analyses substantiate the theory of social representations whose central figure Serge Moscovici. The sample consisted of 40 elderly, users 11 ILPIs services who took part in the research. For data collection used interviews, reports, and records that enabled a comprehensive and detailed picture of the object of study. The social representations of the elderly concerning social phenomenon investigated show the existence of aggravating factors and expressive in the Organization and functioning of the ILPIs where the study took place, affecting considerably the quality standard of products and services, provided by ILPIS investigation, therefore, the promotion of health, autonomy, independence and physical well-being This segment, psychological and social. These findings reflect the absence of the State in the provision of collective equipment elderly care and the predominance of the participation of society, particularly, of the Church, and nonprofit institutions in the maintenance of the ILPIs.
