The study had as an objective investigate if the intervention done by the NGO Habitat para Humanidade Brasil, in the community of Varjada, contributed to the local sustainable development process of the community. It was presented as an analysis method the verification of probable existing resemblance of the theoretical Pecqueur model (1997) for the implementation of territorial development projects, and the steps performed in the community by the NGO Habitat. It was sought to analyze specifically the repercussion of the actions of improvement studied in the scope of life quality, equal rights, integration and social inclusion oft the community members after the arrival of the NGO Habitat. Therefore the method used was the model proposed by Gallicchio (2004) that analyses eventual verifiable improvements in the economical, political, social cultural and environmental dimensions of the community. It was a qualitative research of descriptive nature having as an analysis instrument a previously elaborated guide which was followed during the interviews that covered the universe of fifty families that benefited from the Project. The analysis method used on the data gathered was that of “Content Analysis” that seeks the interpretation of the data at its most, interpreting the spoken, written and even gestural messages. This method allowed that the researcher to decode the messages not revealed immediately, through a more thorough observation of the different forms of expression used by the people interviewed. A conclusion was made that it is indisputable that the project established a movement, even if discreet and initial, of a local development in the community. It is clearly proved, the existence of a communitarian development through the emergence of a movement, in an initial phase, strongly based on the rise in the collectivety, processing the liberation of entrepreneurial initiatives by some. It is clear that a real local sustainable development, in the true meaning of the word, is still far from the reality of the community.
