Dados abertos governamentais : uma proposta de classificação e estruturação para abertura dos dados de IFES

Public management has been increasingly approaching social management from the perspective of a leading citizen interacting with government and society. In this perspective, there is a mutual collaboration in the formulation of public policies and in many decision-making opportunities. Thus, the principles of open government are fomented and guided, which combines actions oriented to opening data produced in the internal environment of the public organization, access to knowledge facilitated by the use of information technology and communication, therefore, seeking for information transparency and social participation ever more active. The Access to Information Law (LAI), a new standard regarding to the transparency of public data, whether in active or passive form, brought, in addition to the rule of openness of public data to society, public awareness of the principle of publicity in public administration. Accordingly, this research proposes to the Higher Education Federal Institutions (IFES) an increase in dissemination of information on their electronic sites, from a model of classification and structuring of databases, applying the most priority information to the Open Data Plan (PDAs) claimed by civil society. Thus, data collection and analysis techniques were adopted in order to: verify the obligatory nature of active transparency, defined in LAI, that were most frequently made available by IFES; identify which datasets the society prioritizes; and grounded in the validation of the catalogued data, design a model to be applied by IFES. The study used the action-research methodological strategy. We collected documents (from IFES websites) and interviewed experts in issues related to “open data”. These data were processed through content analysis and focus groups meetings. Our findings pointed out the most frequently databases / data sets made available on IFES sites, on the Brazilian Open Data Portal and on the Open Data Monitoring Panel of the Federal General Controllership (CGU). This dissertation thesis offered a proposal to classify and structure a model for the opening of the IFES data and pointed out future research.
