A atualização da legislação exige que a administração também caminhe no mesmo sentido. Com o advento da nova legislação, o pregão passa a ser de execução obrigatória em determinados casos. Na Câmara municipal de Colombo, objeto de estudo deste trabalho, essa modalidade de licitação ainda não é utilizada, por falta de previsões específicas daquela administração. Assim, o presente estudo objetiva desenvolver um modelo de aprendizagem experiencial a ser utilizado na referida casa legislativa, para que haja uma aprendizagem organizacional referente à temática do pregão. A pesquisa encontra fundamentos nas legislações existentes, nas pesquisas sobre habilidades dos pregoeiros e capacitação dos servidores e nas teorias de aprendizagem organizacional, principalmente a experiencial, por meio das contribuições de Kolb. Para o desenvolvimento do modelo foi considerada a realidade do órgão, sendo que os dados foram coletados no respectivo portal da transparência, havendo também a verificação de sua estrutura administrativa, objetos licitados, cursos realizados sobre licitações e a composição da comissão de licitações. O modelo desenvolvido foi dividido em cinco etapas: impulso (IM); observação orientada (OO); formação dos conceitos (FC); experimentação acompanhada (EA); e experiência concreta (EC), e foi sugerida operacionalização com base no organograma da Câmara. Ademais, o trabalho recebeu enfoque central na formação do pregoeiro e na possível utilização do modelo desenvolvido frente a realidade fática na Câmara de Colombo.Public acquisitions, as a rule, take place through a bidding process, which is ruled by specific laws, including Bidding Law (Law 8.666/1993), Reverse Auction Law (Law 10.520/2002) and the new Public Bidding Law (Law 14.133/2021). The updating of legislation requires that the administration also walk the same way. With the advent of the new legislation, the public reverse auction (‘pregão’) becomes mandatory in some instances. In the city council of Colombo, subject of study of this work, such mode of bidd is not yet used, for lack of specific forecast from that administration. In this way, the current work aims to develop an experimental learning model to be used in that legislative house, for organizational learning regarding the ‘pregão’ theme. The research finds grounds in existing legislation, in research on the skills of ‘pregoeiros’ and qualification of government employees, and in the theories of organizational learning mainly the experiential, by means of the contributions of Kolb. For the development of the model, the reality of the public organ was considered, and the data collected from the respective transparency portal, and there is also the verification of its administrative structure, objects bid for, courses taken on bidding, and the composition of the bidding commission. The developed model was divided into five stages: impulse; guided observation; concept formation; supervised experimentation; and concrete experience, and operationalization was suggested based on the Chamber’s organizational chart.
