Formação e condições de trabalho do professor de arte do ensino médio em Santa Catarina: implicações à formação humana integral

Resumo: This work has as general objective to know the formation and the work conditions of the Art teacher of the High School of the state schools of Santa Catarina. To reach it, the specific objectives outlined were: a) analyzing public policies for the High School and in Art teaching, regarding the limits and possibilities for an integral education, focusing on the High School reformation, on the Common National Curriculum Base and the changes from the National High School Curriculum Guidelines - DCNEM in Portuguese acronym (BRASIL, 2018), looking at the syllabus and the teacher training; b) surveying and analyzing educational data on the Art teacher of High School in Santa Catarina, Initial training (Appropriate training) and continuous training (Faculties and Graduation programs: specialization, master degree and doctor degree); c) knowing work conditions of these teachers; and d) relating the current policies that point to reformations on the High School and distant themselves from the integral training with socially referenced quality. The selected research method was the dialectical perspective, based on Diniz (2008), Zago (2013), Kosik (1985) and Chagas (2011). The assumption is that the teacher is an important piece in socially referenced quality, and this work sought to develop a critical analysis of educational contexts, notably the Art teacher in Santa Catarina. Empirical subsidies were sought in the National Household Sample Survey (PNAD in Portuguese acronym) and in the School Census of Basic Education, especially in the educational indicators Adequacy of Teacher Training and Teaching Effort, and National Education Plan (PNE) goals 15 to 18, collating data with part of the bibliography related to the subject of the study, guiding the analysis in the following categories of content: Art teacher training of high school and work conditions of Art teacher of high school. The study points to, in the training approach, that even the three education faculties in Art field together (Visual Arts, Artistic education and Theater), percentages to obey the legislation are low in all the dependencies in the State of Santa Catarina. The results still point that the Art teacher of High School in public schools of Santa Catarina is female and they are more than 24 years old. Indicators visited show that the social quality is to be achieved in Santa Catarina. High School professors have intense and long work journey, the work positions are divided with professional from other areas, and the Education socially referenced is to be achieved in Santa Catarina, but it seems to be going far from it even more. High School social quality requires that everyone has access to everything, transforming teaching in a social attractive profession. Important dimensions are silent and/or precarious by the reformation agents. When relating recent policies, which point to reforms in High School and distance themselves from integral education, with the socially referenced quality, we realize that there seems to be a society project aimed at evading the integral education of young people in our country, because the socially referenced quality seems to be far from being achieved. It is common knowledge that the teacher is an important part of this process, and as already established by article 62 of the LDB, he or she is the professional with a full degree, but who, according to the INEP indicators, must be teaching in the same discipline that has training, even with a bachelor's degree, but with completed pedagogical complementation. Teaching work conditions.Este trabalho tem como objetivo geral conhecer a formação e as condições de trabalho do professor de Arte do Ensino Médio das escolas estaduais catarinenses. Para alcança-lo, os objetivos específicos delineados foram: a) analisar políticas públicas do Ensino Médio e no ensino de Arte, no tocante aos limites e possibilidades da educação integral, focalizando a reforma do Ensino Médio, a Base Nacional Comum Curricular e as alterações da Diretrizes Curriculares Nacionais do Ensino Médio (DCNEM; BRASIL, 2018), visando ao currículo e à formação de professores; b) levantar e analisar dados educacionais sobre professor de Arte do Ensino Médio em Santa Catarina, formação Inicial (formação docente adequada) e formação continuada (Cursos e Pós-graduação: especialização, mestrado e doutorado); c) conhecer as condições de trabalho destes professores; e d) relacionar as políticas recentes, que apontam para reformas no Ensino Médio e se distanciam da formação integral, com a qualidade socialmente referenciada. O método de pesquisa selecionado foi o de perspectiva dialética, com base em Diniz (2008), Zago (2013), Kosik (1985) e Chagas (2011). O pressuposto é que o professor é peça importante na qualidade socialmente referenciada, e este trabalho procurou desenvolver uma análise crítica sobre os contextos educacionais, notadamente do professor de Arte em Santa Catarina. Os subsídios empíricos foram buscados na Pesquisa Nacional por Amostra de Domicílios (PNAD) e no Censo Escolar da Educação Básica, sobretudo nos indicadores educacionais Adequação da Formação Docente e Esforço Docente, e nas metas 15 a 18 do Plano Nacional de Educação (PNE), cotejando dados com parte da produção bibliográfica relacionada à temática do estudo, pautando a análise, nas seguintes categorias de conteúdo: formação do professor de artes do Ensino Médio e condições de trabalho do professor de artes do Ensino Médio. O estudo aponta, no âmbito da formação que, mesmo somando as três licenciaturas no campo da Arte (Artes visuais, Educação Artística e Teatro), os percentuais no atendimento à legislação são baixos em todas as dependências, no Estado de Santa Catarina. Os resultados apontam que os professores de Arte do Ensino Médio das escolas catarinenses são, em sua maioria, funcionários públicos estaduais, do gênero feminino e com mais de 24 anos. Os indicadores visitados mostraram que a qualidade social está para ser conquistada em Santa Catarina. Os professores do Ensino Médio têm jornadas de trabalho intensas e extensas, os postos de trabalho são divididos com profissionais de outras áreas, e a Educação socialmente referenciada está para ser alcançada em Santa Catarina, mas parece distanciar-se cada vez mais dela. A qualidade social do Ensino Médio reivindica que todos tenham acesso a tudo, com a transformação da docência em uma profissão socialmente atraente. Dimensões importantes são silenciadas e/ou precarizadas pelos agentes da reforma. Ao relacionar as políticas recentes, que apontam para reformas no Ensino Médio e se distanciam da formação integral, com a qualidade socialmente referenciada, que configurou nosso quarto objetivo específico, percebemos que parece haver um projeto de sociedade direcionado a sonegar a formação integral dos jovens em nosso país, pois a qualidade socialmente referenciada parece estar longe, bem longe de ser alcançada.
