Readaptação funcional de docentes na rede estadual paulista: a necessidade de uma compreensão complexa

Resumo: | The situations experienced in the readaptation process by basic education teachers in the public school system of the state of São Paulo affect their subjectivities, expressed in the ways of being and being in the world, to the point of resisting the condition of being readapted, even knowing that they can perform other activities inherent to the field of school education. In this sense, the actions that are part of public policies developed in this functional readaptation process constitute the object of this research. It aims to understand how they affect teachers in the readaptation process and, specifically, 1) identify which actions the state education network develops in the process of functional readaptation of its teachers; 2) know the experiences and expectations of teachers who are readapted; 3) analyze and relate the actions developed with the experiences of the research participants. The hypothesis is that these actions do not meet the specificities of the teachers in functional readaptation because they are isolated, fragmented and do not consider the subject/teacher. The qualitative research methodological approach employs the techniques of interview and documental survey. The imaginary complexes, complex understanding, cultural imprinting and ecology of action are the principles of complex thinking in Edgar Morin, which constitute the theoretical framework. Obtained as results: the actions during the functional readaptation process are linked to the guarantee of the right and far from educational public policies aimed specifically at this professional public; the responsible departments have mismatched and non-systematized information; Resolution SE 74 of 2017 is the only normative related to public policy for this segment, but it is not implemented; the bureaucratic fragmentation adopted by the managerialist model management, the delay in conducting the process, the vision of the medical expertise, the authoritarian postures of managers, the deficiencies of medical and health care constitute a matrix mark in the educational culture, an imprinting, of prejudice and stigma about readapted teachers; the interviewees perform a movement of resistance and make the ecology of action when finding themselves in the new function. The study points out that it is possible for the state to propose and implement actions that meet the specificities of this group of professionals based on a complex understanding that considers the objective and subjective conditions of being a readapted teacher in the São Paulo state education system. |

En este sentido, las acciones que forman parte de las políticas públicas desarrolladas en este proceso de readaptación funcional son objeto de esta investigación. Su objetivo es entender cómo afectan a los maestros en el proceso de readaptación y, específicamente, 1) identificar qué acciones desarrolla la red estatal de educación en el proceso de readaptación funcional de sus maestros; 2) conocer las experiencias y expectativas de los maestros readaptados; 3) analizar y relacionar las acciones desarrolladas con las experiencias de los participantes en la investigación. Parte de la hipótesis de que estas acciones no responden a las especificidades de los maestros en la readaptación funcional porque son aisladas, fragmentadas y no consideran al sujeto/maestro. Con el enfoque metodológico de la investigación cualitativa se emplean las técnicas de entrevista y encuesta documental. Los complejos imaginarios, la comprensión compleja, la imprinting cultural y la ecología de la acción son los principios del pensamiento complejo en Edgar Morin que constituyen el marco teórico. Obtenido como resultado: las acciones durante el proceso de readaptación funcional están vinculadas a la garantía del derecho y distantes de las políticas públicas educativas dirigidas específicamente a este público profesional; las dependencias responsables tienen información desajustada y no sistematizada; la Resolución SE 74 de 2017 es la única normativa relacionada con la política pública para este segmento, pero no se implementa; la fragmentación burocrática adoptada por la gestión del modelo gerencialista, la demora en la conducción del proceso, la visión de la pericia médica, las actitudes autoritarias de los gerentes, las deficiencias de la atención médica y sanitaria constituyen una marca matriz en la cultura educativa, una imprinting de prejuicio y estigma sobre los docentes readaptados; los entrevistados realizan un movimiento de resistencia y realizan la ecología de la acción al encontrarse en la nueva función. El estudio señala que es posible que el Estado proponga e implemente acciones que atiendan a las especificidades de ese grupo de profesionales, para lo cual es necesaria una comprensión compleja que considere las condiciones objetivas y subjetivas de ser un maestro readaptado en la red educativa del estado de São Paulo.As situações vivenciadas no processo de readaptação de professores da educação básica na rede de ensino público estadual de São Paulo atingem suas subjetividades, expressas nos modos de ser e estar no mundo, ao ponto de resistirem à condição de readaptados, mesmo sabendo que conseguem realizar outras atividades inerentes ao campo da educação escolar. Nesse sentido, as ações integrantes de políticas públicas desenvolvidas nesse processo de readaptação funcional constituem o objeto desta pesquisa. Objetiva compreender como elas afetam os docentes em processo de readaptação e, especificamente: 1) identificar quais ações a rede estadual de ensino desenvolve no processo de readaptação funcional de seus professores; 2) conhecer as vivências e expectativas de docentes que estão readaptados; 3) analisar e relacionar as ações desenvolvidas com as vivências dos participantes da pesquisa. Parte da hipótese de que essas ações não atendem às especificidades dos professores em readaptação funcional porque são isoladas, fragmentadas e não consideram o sujeito/professor. Com abordagem metodológica de investigação qualitativa, emprega as técnicas de entrevista e levantamento documental. Os complexos imaginários, a compreensão complexa, o imprinting cultural e ecologia da ação são os princípios do pensamento complexo em Edgar Morin que constituem o referencial teórico. Obteve como resultados: as ações durante o processo de readaptação funcional estão ligadas à garantia do direito e distantes de políticas públicas educacionais voltadas especificamente para esse público profissional; os departamentos responsáveis têm informações desencontradas e não sistematizadas; a Resolução SE 74, de 2017, é a única normativa relacionada à política pública para esse segmento, mas não está implantada; a fragmentação burocrática adotada pela gestão de modelo gerencialista, a demora na condução do processo, a visão da perícia médica, as posturas autoritárias dos gestores, as deficiências do atendimento médico e de saúde formam uma marca matricial na cultura educacional, um imprinting, de preconceito e estigma sobre os professores readaptados; os entrevistados realizam um movimento de resistência e fazem a ecologia da ação ao reencontrar-se na nova função.
