Resumo: This research aimed to analyze the pedagogical practice of the teachers of literacy based on the formation of the National Pact for Literacy at the Right Age (PNAIC). The specific objectives are the following: identify whether there were changes in pedagogical practices of the teachers of literacy after their participation in the formation of PNAIC and see which subjects the teachers would add to the formation. We seek to answer the following questions: Were there changes in pedagogical practices of the teachers of literacy after their participation in the formation of PNAIC? Which one? The changes, if they occurred, make it possible to improve the literacy process? What subjects the teachers would add to the formation? Our hypothesis is that the formation conducted by PNAIC promotes changes in teaching practice because it is an area constituted dialogically, therefore, developer of reflection on the praxis, ideological and methodological concepts. The research was conducted in a public school located in the eastern of S??o Paulo/SP City. The subjects are six, which five are teachers who teach in the literacy cycle and participated in the training and one is a pedagogical coordinator, advisor in training. The methodology used was a qualitative approach and the data collection instrument were semi-structured interviews and observation as well as analysis of the official documents that rule the the present Pact. Data analysis was based on content analysis proposed by Bardin (2011). The research was based on the following authors: Soares (2003), Leal (2005), Ferreiro (1985), Freire (2015) to support the literacy category; N??voa (1999), Mortatti (2006), Sacrist??n (2008), Gatti (2015) to support the formation of teachers category. As results we found that: a) the PNAIC constitutes a necessary intervention for the Brazilian educational context and presents implementation strategies and well-designed partnerships; b) in general, course participants teachers and advisors, considered the PNAIC quite valid because it offers a consistent theoretical and practical instrumentalisation and has contributed to the improvement of pedagogical practice in literacy classes; c) the Pact focuses on the specific and limited aspect (continuing education for teachers in literacy and mathematics) and emphasizes the teaching work in an individual action perspective. The conclusion is that the PNAIC is a necessary measure but not sufficient for an effective promotion of the quality of education, which requires a number of other actions that go beyond the continuing education for teachers, such as: the collective literacy work in the school, the valorisation of education professionals, adequate infrastructure to schools, stimulus for the construction of curriculum proposals with the participation of teachers, the existence of consistent educational projects in educational networks and in schools, the use of the results obtained through evaluations for planning intervention strategies with the participation of public schools, among other measures.

Los objetivos espec??ficos son los siguientes: identificar si hubo cambios en las pr??cticas pedag??gicas de los (as) maestros (as) de alfabetizaci??n despu??s de la participaci??n en la formaci??n de PNAIC y ver que temas los (as) maestros (as) a??adir??an a la formaci??n. Buscamos contestar a las siguientes cuestiones: ??Hubo cambios en las pr??cticas pedag??gicas de los (as) maestros (as) de alfabetizaci??n despu??s de la participaci??n en la formaci??n de PNAIC? ??Cuales? ?? Los cambios, si se producen, pueden mejorar el proceso de alfabetizaci??n? ?? Qu?? temas los maestros a??adir??an en la formaci??n? Nuestra hip??tesis es que la formaci??n realizada por PNAIC promueve cambios en la pr??ctica de la ense??anza, ya que es un espacio formado dial??gicamente, por tanto, desarrolladores de la reflexi??n sobre la praxis, conceptos ideol??gicos y metodol??gicos. El estudio ocurri?? en una escuela p??blica situada en el este de la ciudad de S??o Paulo/SP. Son seis sujetos en el estudio, cinco maestros (as) que ense??an en el ciclo de alfabetizaci??n y participaron de la formaci??n y un coordinador pedag??gico, consejero en la formaci??n. La metodolog??a utilizada fue un enfoque cualitativo y el instrumento de recolecci??n de datos fueron entrevistas semiestructuradas y la observaci??n y an??lisis de los documentos oficiales que rigen el Pacto. An??lisis de los datos fue basado en el an??lisis de contenido propuesto por Bardin (2011). El estudio se basa en los siguientes autores: Soares (2003), Leal (2005), Ferreiro (1985), Freire (2015) para apoyar la categor??a alfabetizaci??n; N??voa (1999), Mortatti (2006), Sacrist??n (2008), Gatti (2015) para apoyar la categor??a formaci??n de maestros. Los resultados encontrados son: a) el PNAIC constituye una intervenci??n necesaria para el contexto educativo brasile??o y presenta estrategias de ejecuci??n bien dise??ados; b) en general, los orientadores y maestros consideran el PNAIC muy v??lido, ya que ofrece una instrumentalizaci??n te??rica y pr??ctica consistente y ha contribuido para la mejora de la pr??ctica pedag??gica en las clases de alfabetizaci??n; c) el Pacto se centra en el aspecto espec??fico y limitado (la formaci??n continuada de los (as) maestros (as) en las ??reas de alfabetizaci??n y matem??tica) y hace hincapi?? en las labores de ense??anza en una perspectiva de la acci??n individual. Se concluye que el PNAIC es una condici??n necesaria, pero no suficiente para la promoci??n efectiva de la calidad de la educaci??n, lo que requiere el encaminamiento de una serie de otras acciones que est??n m??s all?? de la formaci??n continuada de los (as) maestros (as), tales como: el trabajo de alfabetizaci??n colectiva en la escuela, la valoraci??n de los profesionales de la educaci??n, la seguridad de la infraestructura adecuada a las escuelas, el est??mulo para la construcci??n de propuestas curriculares con la participaci??n de los (as) maestros (as), la existencia de proyectos educativos consistentes en redes de la educaci??n y las escuelas, el uso de los resultados obtenidos a trav??s de las evaluaciones para la planificaci??n de estrategias de intervenci??n con la participaci??n de las escuelas p??blicas, entre otras medidas.Esta pesquisa tem por objetivo geral analisar a pr??tica pedag??gica de docentes alfabetizadores(as) a partir da forma????o do Pacto Nacional de Alfabetiza????o na Idade Certa (PNAIC). Como objetivos espec??ficos, elencamos os seguintes: identificar se ocorreram mudan??as nas pr??ticas pedag??gicas dos docentes alfabetizadores(as) ap??s a participa????o na forma????o do PNAIC e verificar quais tem??ticas as professoras acrescentariam ?? forma????o. Buscamos responder as seguintes perguntas: Ocorreram mudan??as na pr??tica pedag??gica dos(as) docentes alfabetizadores(as) ap??s a participa????o na forma????o do PNAIC? Quais? As mudan??as, se ocorreram, possibilitaram a melhoria do processo de alfabetiza????o? Que tem??ticas as docentes acrescentariam na forma????o? Partimos da hip??tese de que a forma????o realizada pelo PNAIC promove mudan??as na pr??tica pedag??gica por tratar-se de um espa??o constitu??do dialogicamente, portanto, fomentador de reflex??o a respeito das pr??xis, das concep????es ideol??gicas e metodol??gicas. O universo da pesquisa ?? uma escola p??blica estadual localizada na zona leste da cidade de S??o Paulo (SP). Os sujeitos s??o seis, sendo cinco professores(as) que lecionam no ciclo de alfabetiza????o e participaram da forma????o e um coordenador pedag??gico, orientador na forma????o. A metodologia utilizada foi de cunho qualitativo e o instrumento de coleta de dados foram entrevistas semiestruturadas e observa????o, al??m de an??lise dos documentos oficiais que regem o referido Pacto. A an??lise dos dados foi baseada na an??lise de conte??do proposta por Bardin (2011). A pesquisa se fundamentou nos seguintes autores: Soares (2003), Leal (2005), Ferreiro (1985), Freire (2015) para fundamentar a categoria alfabetiza????o; N??voa (1999), Mortatti (2006), Sacrist??n (2008), Gatti (2015) para fundamentar a categoria forma????o de professores. Como resultados, constatamos que: a) o PNAIC constitui-se em uma interven????o necess??ria para o contexto educacional brasileiro e apresenta estrat??gias de implementa????o e de parcerias bem delineadas; b) em geral, os orientadores e professores cursistas consideraram o PNAIC bastante v??lido, pois oferece uma instrumentaliza????o te??rico-pr??tica consistente e tem contribu??do para a melhoria da pr??tica pedag??gica nas classes de alfabetiza????o; c) o Pacto focaliza o aspecto espec??fico e pontual ??? a forma????o continuada dos(as) professores(as) nas ??reas de alfabetiza????o e da matem??tica ??? e enfatiza o trabalho docente em uma perspectiva de a????o individual. description This research aimed to analyze the pedagogical practice of the teachers of literacy based on the formation of the National Pact for Literacy at the Right Age (PNAIC). The specific objectives are the following: identify whether there were changes in pedagogical practices of the teachers of literacy after their participation in the formation of PNAIC and see which subjects the teachers would add to the formation. We seek to answer the following questions: Were there changes in pedagogical practices of the teachers of literacy after their participation in the formation of PNAIC? Which one? The changes, if they occurred, make it possible to improve the literacy process? What subjects the teachers would add to the formation? Our hypothesis is that the formation conducted by PNAIC promotes changes in teaching practice because it is an area constituted dialogically, therefore, developer of reflection on the praxis, ideological and methodological concepts. The research was conducted in a public school located in the eastern of S??o Paulo/SP City. The subjects are six, which five are teachers who teach in the literacy cycle and participated in the training and one is a pedagogical coordinator, advisor in training. The methodology used was a qualitative approach and the data collection instrument were semi-structured interviews and observation as well as analysis of the official documents that rule the the present Pact. Data analysis was based on content analysis proposed by Bardin (2011). The research was based on the following authors: Soares (2003), Leal (2005), Ferreiro (1985), Freire (2015) to support the literacy category; N??voa (1999), Mortatti (2006), Sacrist??n (2008), Gatti (2015) to support the formation of teachers category. As results we found that: a) the PNAIC constitutes a necessary intervention for the Brazilian educational context and presents implementation strategies and well-designed partnerships; b) in general, course participants teachers and advisors, considered the PNAIC quite valid because it offers a consistent theoretical and practical instrumentalisation and has contributed to the improvement of pedagogical practice in literacy classes; c) the Pact focuses on the specific and limited aspect (continuing education for teachers in literacy and mathematics) and emphasizes the teaching work in an individual action perspective. The conclusion is that the PNAIC is a necessary measure but not sufficient for an effective promotion of the quality of education, which requires a number of other actions that go beyond the continuing education for teachers, such as: the collective literacy work in the school, the valorisation of education professionals, adequate infrastructure to schools, stimulus for the construction of curriculum proposals with the participation of teachers, the existence of consistent educational projects in educational networks and in schools, the use of the results obtained through evaluations for planning intervention strategies with the participation of public schools, among other measures.
