Abjeção, transnecropolítica e suas incidências: apontamentos sobre o movimento LGBT+ e o Estado brasileiro

The brazilian contemporary scenary reveals a complex context of a withdrawal of rights from the LGBT+ population, since Brazil is the most violent and murderous country towards this segment, above all, transsexual people. Considering this assertion, the general objective of this thesis was to analyze the strategies implemented by the Brazilian LGBT+ Movement aimed at agreeing policies with the State, intending to identify its reverberations for the confrontation of transnecropolitic. Therefore, we assign the following specific objectives: to reflect on the notion of abjection and its implications for gender, sex and the body; point out the aspects that delineated the construction of the transsexuality device and how the contemporary State has framed and adopted the management of a policy of extermination of bodies outside the norm; verify how and which social markers of difference appear in the outline of violence as premises for framing the targets of transnecropolitic; identify the articulation between gender, race, sexuality and class belonging in the design of public policy agendas constituted by the LGBT+ Movement and negotiated with the Brazilian government; and analyze how the Brazilian State has accepted/adopted the agendas proposed by the referred movement, reflected in the Direct Action of Unconstitutionality by Omission (ADO) 26 and in the Injunction Order (MI) 4733. As a methodological approach, we carried out a qualitative research, through a bibliographic and documental survey, and we used categorical tools from the Foucauldian-inspired Discourse Analysis (DA) technique. By analyzing transsexuality as a device, it was possible to construe that the State triggers this device in a strategic way, as it frames these bodies by exclusion. Thus, we point to transnecropolitic as a categorical fold of necropower and its use by the state as a war machine. We also corroborate that the social markers of difference appear in the outline of this violence and expose its modus operandi in an intimate interaction and that they were reappropriated as discursive strategies in the design of agendas for coping policies created by the LGBT+ Movement and negotiated with the State by charging and to demand the recognition and confrontation of these violations, despite the State's limitations regarding the confrontation of transnecropolitic. However, despite the context of setback in the Brazilian government's plan, the long road traveled by the LGBT+ Movement cannot simply be erased and/or ignored. If it is true that much of the institutional apparatus built in recent years has been exhausted and openly attacked, it is also true that, at least in the last 15 years, we have followed the ferocious search for the constitution of “new” individuals with rights. In this proceeding, it was possible to observe the métier of constitution of new vocabularies and political repertoires of claims and their affirmation.
