This work aimed at understanding the development of a territorial fraction from the Municipality of Ouro Preto in Minas Gerais, the Lavras Novas district. The aspects focused were the dynamics of the touristic activity and its relation to the local development. The participation of the local actors in the change of the local space was questioned with the objective of describing their influence on the development dynamics of Lavras Novas district. The theoretical framework was based on the literature on local development, emphasizing on the concepts of territory and identity, and on tourism as a potential propellant activity for the local development. The research is classified as qualitative and the data was collected through interviews with the touristic companies, district entities representatives, local community and public representatives. The results analysis was conducted by confronting the field results and the theory studied. Thus, the results were presented through three research variables focusing on understanding the actors in the territory and the local dynamics altered by tourism. The first variable is the actors and the local and non-local territory expression, followed by an analysis on identity and local dynamic change, and finally, participation and local dynamic change. To conclude, the work rests on temporal, spatial and action dimensions. The temporal dimension reveals the relation between the dynamics of the touristic activity and the local development, understood within the transition from the communitarian phase to the touristic phase of Lavras Novas. The spatial dimension clarifies the delimitation between what would be local and extra local to the studied District. On the action dimension the system of the main actors is studied, as well as their relations and their influences on time and space relevant to the studied event.
