The State exists to ensure the population the access to basic rights. Among them, the health gains notoriety because it is a complex right to answer, since it depends on many factors that cannot be controlled and it is related to the life conditions of each citizen. Health is closely related to life quality, which is the long term goal of public policy and approaches different social dimensions. On the other hand, to guarantee those rights to the population, the State has limited resources and the demand and expectations of the population are high. From this perspective, to manage public spending effectively and efficiently becomes very important for the State to perform its role and to ensure citizens rights. This study is importance in view of worry about the allocation quality of public resources which is the focus of contemporary public management, since the ESF has been receiving increasing investments from the federal government, which itself characterizes its relevance, besides it is a strategy of social importance and broad scope. Thus, this study aims to investigate the relationship between the Family Health Strategy (FHS) and quality of life in the towns of Minas Gerais state, from the perspective of the quality of public administration and the effectiveness of public policies to the health sector. The main theoretical bases are the evaluation of public policies and the impact on quality of life; contemporary public management, mainly the functions of the State, and the quality in the allocation of public resources. To attend the goals, it was made a study of towns of Minas Gerais state, by using a combination of quantitative and qualitative techniques. Among these techniques, it can be highlighted the Data envelopment analysis (DEA), used to construct an index of efficiency of Primary Health Care (PHC) in municipal level and Multiple Regression, which aims to explore the performance of the Public Management of ESF and its real effect on the quality of life. From the homogenization perspective, the cluster analysis was used to group the towns according to investigative scientific metrics, by allowing them to check in which ESF is more or less efficient and the role of the quality of public management in this context. At this stage, the qualitative analysis techniques were used in analytical stylized cut, basing on groups that show the best and the worst efficiency in the management of the Family Health Strategy, once their management happens in a decentralized manner. Among the main findings is emphasized, in the Article 1, the importance of transversal government actions, demonstrating that efficient towns in literacy and income were higher, and in the Article 2 , corroborating the idea of transversal actions, it was verified some factors that influence the HDI -M, as an indicator of development and quality of life. It is possible to notice that there are manageable causes, which may minimize this influence. In the Article 3, in which this work concluded in general, it is demonstrated that decentralized actions focused on the reality of each municipality may bring positive results to the effectiveness of primary health care, considering that the work made in health should encompass different areas, treating it as a plural factor, which could improve population s quality of life. Thus, it is evident the importance of transversal actions and the look of health as a plural factor, highlighting the role of the public manager in smooth running of this strategy.
