With exploratory research, it was sought to verify whether the implementation process of the National Irrigation Policy in the north of Minas Gerais was in accord with the formulated policy. Therefore, with a qualitative approach, a study was taken up of Project Jaíba s implementation investigating the relationship between the established institutional executor agents. For relation analysis, the Agency Theory model was used, which has enabled better understanding of the roles played by the parties, and even show ways to improve the mechanisms used in the processes of the management of public policies and the theoretical model for better application in public administration. To become familiar with the implementation process as a whole, the analysis was based on the classical models of top down and bottom up. It was found that the implementation did not take place in a very favorable environment, according to the assumptions of the top down model, and that affected the policy formulated, but only in parts. This statement is based on the evidence that unforeseen problems occurred relative to management and external interference in the formulation. It was observed that there are no finished processes, but a continuous movement of interaction between policy change and in a structure of relations of great complexity.
