Resumo: In order to fight poverty, in 2003, the federal government funded the Bolsa Família Program. It consists of a system of direct transfer of income that works under conditions and provides benefits to families that belong to the poverty line. Considered by many authors as the main program of income transfer in Brazil, it benefits around 11 million families and the investment made is around 8 billion reais (Brazilian currency). The program is based on three actions to overcome poverty, which are: promotion of immediate easement of poverty, by the direct income transfer to the family; reinforcement to the exertion of basic social rights in areas such as Health and Education, by the accomplishment of the conditions and the coordination of complementary programs. In this way, the program emerges in a socioeconomic context marked by the crushing poverty and evident social inequality, high level of unemployment, low outcome from work, increase in violence, all verified especially in underdeveloped and developing countries, such as Brazil. However, many studies with respect to the evaluation of social programs, have been discussing the effectiveness of this program in facing poverty. Some authors point out the positive and negative aspects of those actions, therefore there are different opinions concerning the Bolsa Família Program. Thus, the aim of this study is to verify the resource placement and efficiency in the management of the Bolsa Família Program, in order to investigate the factors that direct the distribution of resources of social programs of the federal government; as well as analyze the evolution of the federal government´s social costs and expenses on the Bolsa Família Program, in order to observe if besides the income transfer to the poor ones, there was investiment in social infrastructure and also to investigate the conditioning factors of the management of the Bolsa Família Program in Minas Gerais. A multiple linear regression analysis was applied with panel data for the 27 Brazilian states, between 2004 and 2006, to the observation of the factors that direct the transfer to the society. The Geometric Average Rate of Growth and the Growth Rate were used for the analysis of the evolution and comparison of the Bolsa Família Program´s data and the federal social expenses. The following methods of statistics were used in the study of the factors which determine the efficiency of the management of the Bolsa Família Program: Exploratory Data Analysis, seeking to understand, describe and summarize the behavior of the data set; in order to verify the intensity of the relation between the set of paired quantitative measurements, they calculated the linear correlation coefficient Person´s Correlation. The data was processed by the following Softwares: Eviews 5.0 , Statistic Package for Social Science (SPSS) 15.0 and Microsoft Excel . The results show that there are socio-economic factors which direct the financial transfer of the social programs, mainly those indicators directly related to poverty, showing selectivity of the focusing criteria by the financing or investiment in a group of social programs. They highlight the predominance of the Bolsa Família Program, pointing it out as the biggest social program in Brazil. It was noticed that since the implementation of the program, in 2003, the investiments in it have been increasing. The average growth is 12.46% a year. There was also increase in social costs of the federal government, considered by many authors as the ones that have the highest capacity of structural impact on fighting inequalities and poverty. This result represents a positive factor for all the society, mainly, due to the fact that the Bolsa Família Program has on its outline the counterpart of insertion in other services offered by the government or by the organized society. Regarding the management of the Bolsa Família Program, there were some factors that exposed the fragility of the public administration of the counties that jeopardized the efficiency of the program. It was noticed that some counties in Minas Gerais have low scores in itens that make up the Decentralized Manegement Index, showing deficiencies in many aspects, such as, generation of information from the Cadastro Único (a singular record) and management of the conditions Health and Education . Some other factors like the population growth and the favored families growth also influence the management of the program, once larger counties have lower Decentralized Manegement Index scores.

É um programa de transferência direta de renda com condicionalidades, que beneficia famílias em situação de pobreza. Considerado por diversos autores como o principal programa de transferência de renda existente no Brasil, beneficia cerca de 11 milhões de famílias e o investimento realizado é em torno de R$8 bilhões. O Programa contempla a articulação de três dimensões essenciais à superação da pobreza, que são: a promoção do alívio imediato da pobreza, por meio da transferência direta de renda à família; o reforço ao exercício de direitos sociais básicos nas áreas de Saúde e Educação, por meio dos cumprimentos das condicionalidades; e a coordenação de programas complementares. Dessa forma, o programa emerge no contexto socioeconômico marcado pela contundente pobreza e desigualdade social, alto nível de desemprego, baixo rendimento proveniente do trabalho, crescimento da violência, verificados especialmente nos países subdesenvolvidos e em desenvolvimento como o Brasil. No entanto, diversos estudos concernentes à avaliação de programas sociais têm discutido a eficácia desse programa no enfretamento à pobreza, em que há autores que apontam os lados positivos e negativos dessas ações, havendo divergências de opiniões a respeito do Programa Bolsa Família. Portanto, o presente estudo tem como objetivo verificar a alocação de recursos e a eficiência na gestão do Programa Bolsa Família, com intuito de investigar os fatores que direcionam a distribuição dos recursos dos programas sociais do governo federal, bem como a evolução dos gastos sociais do governo federal e dos gastos com o Programa Bolsa Família, para observar se, além da transferência da renda aos mais pobres, houve ou não investimento em infra-estrutura social e investigar os fatores condicionantes da gestão do Programa Bolsa Família em Minas Gerais. Para análise dos fatores que direcionam o repasse social, foi estimada uma regressão linear múltipla com dados em painel para os 27 estados brasileiros, em que o período do estudo foi de 2004 a 2006. Para a análise da evolução e comparação dos dados do Programa Bolsa Família e os gastos sociais federais, utilizou-se a Taxa Média Geométrica de Crescimento e a Taxa de Crescimento. Para o estudo dos fatores que determinam a eficiência na gestão do Programa Bolsa Família, foram utilizadas as seguintes técnicas estatísticas: Análise Exploratória de Dados (AED), visando compreender, descrever e resumir o comportamento do conjunto dos dados; e para verificar a intensidade da relação entre conjunto de valores quantitativos emparelhados, foi realizado o cálculo do coeficiente de correlação linear - Correlação de Pearson. Os dados foram operacionalizados, utilizando-se os seguintes Softwares: EViews 5.0 ; Statistic Package for Social Science (SPSS) 15.0; e Microsoft Excel . Os resultados apontam que há fatores socioeconômicos direcionadores do repasse financeiro dos programas sociais, principalmente aqueles indicadores diretamente relacionados à pobreza, demonstrando seletividade dos critérios de focalização por meio de financiamento ou investimento de um conjunto de programas sociais. Destaca-se a predominância do Programa Bolsa Família nos recursos destinados, apontando-o como o maior programa social do Brasil. Foi observado também que, desde a implementação do Programa Bolsa Família no Brasil em 2003, os investimentos nesse programa têm aumentado, resultando em um crescimento médio de 12,46% ao ano, bem como houve aumento nos gastos sociais do governo federal, os quais são considerados por diversos autores como os que possuem maior capacidade de impacto estrutural no combate às desigualdades e à pobreza. Esse resultado representa fator positivo para toda sociedade, principalmente pelo fato de o Programa Bolsa Família trazer em seu esboço a contrapartida de inserção em outros serviços oferecidos pelo Estado ou pela sociedade organizada. No tocante à gestão do Programa Bolsa Família, houve fatores que expuseram fragilidade da gestão pública social municipal, comprometendo a eficiência do programa. Verificou-se que, em Minas Gerais, existem municípios com baixos escores nos itens que compõem o Índice de Gestão Descentralizada (IGD), demonstrando deficiências em diversos aspectos, tais como a geração de informações do Cadastro Único e a gestão das condicionalidades saúde e educação .
