The aim of this study is to investigate the relationship between the quality of public spending and levels of socioeconomic development in the municipalities of the Minas Gerais states. For this, sought to known the socioeconomic differences between the municipalities of the Minas Gerais states, the relative efficiency of public administration of the resource allocation, as well as the factors associated with this efficiency and finally the relationship between indicators of quality of public spending and the indicators of socioeconomic development of the municipalities. The displays theme is relevant because of the discussions involving the issue of the form the allocation of public resources and the promotion of development. Aiming to comply with the proposed, this research staff on statistical models, among which the multivariate analysis of data, the envelope data analysis and the method of generalized moments by using information various of government databases like of the Institute of Applied Economic Research and the João Pinheiro Foundation. As results stand out the identification of two structures socioeconomic significant among themselves in the territory of the Minas Gerais, the creation of the Municipal Efficiency Index in addition to the verification that it the management of public resources in the municipalities that have a worse socioeconomic condition are more susceptible to environmental impacts. The relationship between the quality of public spending and levels of socioeconomic development in the municipalities of the Minas Gerais state in the period under review has only been significant for municipalities rated as having better social and economic infrastructure. Among the conclusions to be made workable from this work emphasize the importance of conducting long term policies and of a planning that goes beyond an electoral mandate. The relevance of these issues lies in the fact that the previous levels of development influence the current. So, are important preventive and proactive actions in order to ensure the efficient allocation of public resource and power a virtuous cycle in relation to the municipal development.
