This study analyzed the development strategies conducted by governmental and non-governmental organizations under tutorial and participatory intervention perspectives identifying which factors interfere in the performance of these strategies. The empirical universe of the study was represented by a community located in Minas Gerais State, Brazil and the organizations that acted in projects or activities to promote development process. The research had identified that the strategies constructed by the organizations are deliberated and there is a distinction between the process of planning the actions and its implementation, with a tutorial character in its interventions. The development of strategies is guided by policies and wider by available resources. Moreover, the research was able to identify that organizations have rigid structures that do not allow the growth of emerging strategies and the public beneficiary of the actions suits their demands according to which the organization can offer and not according to their priority problems.
