O Veículo Leve Sobre Trilhos (VLT) como instrumento de requalificação urbana no âmbito do DOT: Desenvolvimento Orientado pelo Transporte

Resumo: The dynamics of urban flows is directly involved with mobility and attractiveness of uses. As a result, the cause and effect between the development of urban space and infrastructure are complex and are never immediate. This research points out the development plan of urban space from the perspective of mobility, connections and accessibility through Transit Oriented Development, seeking urban requalification. The 2030 Plan of Bordeaux’s city illustrates an urban plan that includes urban infrastructure, land use and mobility, with an emphasis on sustainability and quality of life, based on the Tramway. In Brazilian context, Santos city is covered due to the implementation of the first Tramway in São Paulo state and aims to requalificate the project intervention areas. For such an observation was made reading and iconographic reproduction of the master plans of the two cases and then analyzed using the same parameter categories developed for this research. The research aims to find elements of the studied projects that reach urban requalfication.

Como reflexo, a relação de causa e efeito entre o desenvolvimento do espaço urbano e a infraestrutura, além de complexos nunca são imediatos. Esta pesquisa observa o plano de desenvolvimento do espaço urbano pela perspectiva da mobilidade, das conexões e da acessibilidade pelas lentes do conceito do Desenvolvimento Orientado pelo Transporte, em busca de requalificação urbana. O Plano 2030 da cidade de Bordeaux ilustra um plano urbano que integra equipamentos urbanos, o uso do solo e mobilidade, com ênfase para sustentabilidade e qualidade de vida, baseado no Veículo Leve sobre Trilhos (VLT). No contexto brasileiro, a cidade de Santos é abordada devido à implantação do primeiro VLT do paulista e visa requalificar as áreas de intervenção do projeto. Para tal observação, foi feita a leitura e a reprodução iconográfica dos planos diretores dos dois casos e posteriormente analisados através do mesmo parâmetro de categorias elaboradas para esta pesquisa.
