Resumo: The complete citizenship, which is the goal of the modern state, represents one of the biggest contemporary challenges. This was the main reason for the development of the subject. By analyzing the historical evolution in the concepts of citizenship, we perceived important enlargement in meaning and content. Conceived in the past, firstly in a excluding way, the concept has become, nowadays, universal, including rights and some other matters. Among the providences of incentive to the citizenship, the rule 9.099/95 should be emphasized which has stablished the especial criminal courts, revolutionizing the penal justice; with modernization, prosecution speed and penal answers have become more efficient, the change of behavior of the involved ones demanded by the new system, results in the re-establishment of peace, giving value to the practice of citizenship that is peculiarity of the social justice.

Uma análise da evolução histórica do conceito de cidadania revelou importante ampliação de significado e conteúdo. Concebido na antiguidade, inicialmente de maneira excludente; o conceito alcançou, hodiernamente, a universalização, englobando direitos e outras medidas. Dentre as providências de fomento à cidadania, merece destaque a Lei 9.099/95, que instituiu os Juizados Especiais Criminais, revolucionando a Justiça Penal, com modernização, celeridade processual e respostas penais mais eficazes.
