Resumo: This study presents some possible solutions to the urban solid waste destination. The challenge for the some possible candidates for urban solid waste destinations. The challenge for solid waste management is first to reduce the quantity of solid waste generated, and to make viable the recycling process, and subsequently to establish a proposal for avoiding the disposal of solid waste without any treatment. In order to understand such solutions, an example of the community of Indaia, located in the city of Bertioga on the Atlantic coast of São Paulo State, Brazil, is examined. After an analysis of the waste management system in operation in Riviera de São Lourenço in the neighboring district, it was proposed that this same solution should be applied to the Indaia area. This paper discusses the difficulty of managing the increased volume of solid waste, due to urban environmental problems caused by pollution. Specifically, the inadequate disposal of waste may cause serious problems to the urban environment. Discussed are the difficulties for the management of solid waste increases caused by urban expansion directly proportional to pollution growth. There is a necessity for an aggregate waste destination or recycling processes. The objective of this thesis is to detail the organization of waste management to be applied in the Indaia area, and to propose a reduction in M.S.W. (Municipal Solid Waste) production, and an increase in the recycling process due to waste management and a proper waste destination. By means ofthis study and understanding of the operational process of solid waste management and the sources of waste. Specifically, the analysis of when the waste is produced, through suitable separation (done by the population, or by specialized enterprises), on to packing and transport to get to the waste sorting station, and its final disposition, which finalizes the process and the possible recycling of solid waste. The advantages and disadvantages are presented as the result of the usage of S.W.M. (Solid Waste Management), its different process and its difficulties for implementation in the urban area, thus increasing the routine of recycling materials from communal rubbish. The possibility of making this effective and of practicing the proposed organization and management as in the mentioned example is also discussed. The advantage of the practice of a suitable process is to increase the reuse of materials that were previously part of an improper waste management scheme. The advantage of the practice of a suitable process is the increase in the reuse and the recycling of waste, separating the useful waste from improper disposal without wastage. The disadvantage of this process is the difficulty in organizing the neighbourhood or city involved, so that the process supports itself, since it comprises various segments, from the individual citizen to public and private enterprises and labor unions.The conclusion is that solid waste management, with health, public services attendance and urban services, such as waste collecting systems, waste reutilization, health system attendance and a separated collecting systems for dangerous materials, is extremely necessary in order to maintain the quality of life in the community. In order to gain an understanding of this process, we may consider that soil contamination, and also air and water contamination, causes a negative environmental impact in a very high degree, and that urban areas need a strict solid waste management system, as mentioned in Law 12.305/10.The main laws in force (working laws), in the state and the municipality, that stimulate the improvement of the system, by means of a participative management, in other words: the population needs to participate, being aware of the problems and the solutions given to the issue.It is enhanced that solid waste management is a fundamental factor for the health of the environment.

O desafio para a gestão dos resíduos diz respeito tanto à redução da quantidade de geração do resíduo sólido urbano gerado, quanto à viabilização da reciclagem desses resíduos, propondo um fim para o descarte dos resíduos sem qualquer tratamento. Para o bom entendimento de tais soluções, toma-se como exemplo o bairro de Indaiá, situado na cidade de Bertioga, Litoral do Estado de São Paulo, Brasil. Após uma análise do sistema de gestão de resíduo vigente no bairro vizinho, Riviera de São Lourenço, procura-se aplicar a mesma solução no Indaiá. Discute-se a problemática da sociedade contemporânea, que tem de algum modo sentido os problemas ambientais urbanos ocasionados pela poluição, prejudicial a todo o planeta. Discute-se a dificuldade de gestão do volume aumentado de resíduos sólidos, diretamente proporcional ao aumento do consumo da população. A produção e os descartes inadequados desses resíduos faz parte do cotidiano da sociedade. Há necessidade de descarte adequado ou de reaproveitamento de tais resíduos. Esta tese objetiva o detalhamento de uma organização para a gestão de resíduos, a ser aplicada na área do bairro do Indaiá, na qual se propõem: a redução na produção de Resíduo Sólido do bairro, o aumento da quantidade de resíduos destinados à reciclagem, devido ao gerenciamento, à separação e à destinação correta desses resíduos. Por meio do estudo e do entendimento do processo operacional de gerenciamento dos resíduos sólidos na sua geração, ou seja, quando o resíduo é produzido, a partir do descarte; passando pela separação, pela população ou pelas empresas; seguindose o processo de acondicionamento; o transporte para as estações de transferência ou transbordo; e, finalmente, chegando à central de triagem e à disposição final, terminando o processamento, a recuperação e sua possível reciclagem. São apresentadas as vantagens e as desvantagens do uso de um Sistema de Gestão de Resíduo (SGR), os seus diferentes processos e as dificuldades que se apresentam para a implantação em área urbana, aumentando, dessa forma, a prática da retirada dos resíduos recicláveis do lixo comum. Discute-se aprofundadamente, no exemplo em foco, a possibilidade de se efetivar a organização e o gerenciamento propostos. A vantagem em se realizar o processo adequado é o evidente aumento do reuso e da reciclagem dos resíduos, apartando os resíduos úteis do descarte inadequado, sem desperdiçá-los; a desvantagem assinalada nesse processo fica por conta da dificuldade em se organizar o bairro ou a cidade envolvidos, para que o processo se sustente, já que abrange uma série de atores e fatores, tais como: infraestrutura, envolvimento de diversos segmentos, desde o cidadão, individualmente, até as iniciativas públicas, privadas e a União. Pode-se concluir, dessa forma, o Sistema de Gestão de Resíduo é necessário para a manutenção da qualidade de vida da comunidade. Para a compreensão desse processo, parte-se do pressuposto de que as contaminações do solo, da água e do ar inserem alto grau de impacto ambiental negativo nas áreas urbanas, que necessitam, portanto, de serviços públicos e de infraestrutura urbana, contando, então, com um sistema de gestão de resíduos sólidos, conforme a lei 12.305/10. Focalizam-se as principais legislações em vigor, no estado e no município, que procuram estimular o aperfeiçoamento desse sistema de gestão, por meio de uma gestão participativa, ou seja: a população precisa participar, tomando ciência dos problemas e do encaminhamento dado à questão.
